Senior Procurement Manager in Gravesend, Kent, United Kingdom

ARM are working with a client side rail business to help them recruit a Senior Procurement Manager for an initial 6 month contract. This role will be based in Gravesend Kent, and allows for hybrid working, with 2 days permitted working from home.

As the Senior Procurement Manager you will be responsible for the development and implementation of the commercial and procurement strategy to help ensure that the competition meets its objectives, delivers value for money and is affordable.

The role will be responsible for the following tasks

  • Important to this role id Engagement with the supplier market and the incumbent TOC. Development of Pre-Qualification Questionnaire.
  • Evaluation of PQQ responses.
  • Development of commercial strategy, building on cross-franchise policy work being carried out within the Franchising Directorate.
  • Development of procurement strategy, liaising with procurement specialists to ensure best practice is followed.
  • Set-up and management of data site.
  • Development of Invitation to Tender, in conjunction with Specification Lead, finance, legal and economic colleagues and advisors, and building on cross-franchise policy work.
  • Contribution to business case development, governance and assurance processes and negotiation where required.
  • Development of the Bid Evaluation Guide and associated evaluation products.
  • Undertake evaluation planning and identify, select and train evaluation resources.
  • Preparing and presenting the Bid Overview to commercial/contract management colleagues, ensuring that contractual documents, franchise-specific obligations, knowledge and information are transferred.
  • Supporting the development of the commercial proposition for the franchise which will determine the duration of and financial profile for the franchise apportioning risk appropriately between the Department and the Delivery Partner.
  • To develop, implement and maintain contracting and commercial arrangements covering a specific portfolio and medium value contracts maintaining optimum value for money.
  • This role is accountable for leading and managing the procurement activities, and performing high level contracting and procurement tasks within NRHS.

Experienced required to carry out this role

  • CIPs Qualified
  • Bravo experience
  • Sound commercial aptitude and sound knowledge of relevant Supplier Market.
  • Varied and successful procurement and contracts background with experience of negotiation and developing and implementing procurement and contract strategies.
  • Ability to communicate strategies and concepts simply and effectively and to persuade and influence stakeholders.
  • Knowledge of EU Procurement Directives.
  • Awareness of contract requirements safety and contract requirements environment
