As the Senior Sponsor with our client, you will sit within the Phase Two Sponsorship Team, led by the Phase Two Sponsorship Director, which is part of the central Sponsorship Directorate. The Directorate maintains the focus within Phase One, Phase Two and Infrastructure Directorate on achieving the outcomes and benefits which they are accountable for realising.
About the role:
- Responsible for the vital structured flow of requirements incorporated within the statutory and contractual framework provided by the DfT. This includes the Business Case, the Client's Act (including Undertakings and Assurances) and the Development Agreement.
- Working closely with the Operations and Infrastructure Management Directorate, responsible for flowing down and disaggregates the requirements of a certain Phase of the project.
- Maintains an up to date version of the requirements, subject to change governance. It is the responsibility of the content owner to validate the descriptions, together with the underlying data.
- Supports securing Investment Authority for each constituent project including ensuring no further approval is required from external parties, such as DfT or HMT and jointly request Investment Authority for consideration at the Phase 2 Change and Investment Panel or the Board Level Commercial Investment Committee (subject to the delegated authority of the particular Governance Meeting).
- Assesses the impact of incorporating the proposed change.
- Assesses the impact of all proposed changes on the Business Case, Development Agreement, Programme Requirements and Outcomes, ensuring that the other areas of HS2 Ltd, its partners and DfT have been properly consulted so that the full impact of the change is clearly understood.
- Updates Requirements in line with approved changes.
- Provides control and assurance that the Client commitments and obligations for Area Route Wide Systems are being met.
- Act as the focal point for managing key external relationships such as the DfT.
About You:

- Ability to work in a complex programme environment managing high level relationships with organisations such as DfT, Network Rail, HM Treasury, Infrastructure Projects Authority.
- Ability to understand and articulate complex technical issues outside of their own discipline.
- Ability to manage multiple tasks and prioritise key issues.
- Knowledge of all stages of the project lifecycle.
- Commercial Understanding of investment schemes.
- Knowledge of sponsorship relationships between government departments and non-departmental bodies or other similar strategic relationships.
- Understanding and interpreting of Sponsor Requirements.
- Experience of leading and managing complex investment schemes and of project sponsorship.
- Experience of working in a Sponsorship role on a complex programme managing high level relationships with organisations such as Government Departments, Network Rail, HM Treasury, Infrastructure Projects Authority.
