Indirect reports 1 – 2 Signalling Project Engineers
Span of control: Oversight of engineering delivery for northern projects
Scope of role:
• To provide support to signalling projects across the northern portfolio and to assist the Professional Head of Signalling with resolve signalling issues
• Deliver professional input to projects
Safety responsibility: Safety related
Know-how: >10 years working in a rail signalling engineering environment, some at senior level
Key Result Areas:
- Provide signal engineering technical support across the Signalling Division’s northern portfolio of projects
- Act as engineering manager on allocated schemes and as CEM or CRE as required
- Undertake technical liaison with clients and sub-contractors on signalling technical issues
- Ensure elements of work are delivered to the required standards or deviations from them are managed effectively
- Carry out risk assessments for elements of projects that may require them
- Understand the rail standards framework and review changes to standards and produce briefings as required
- Work towards gaining Engineering Manager (Projects) (7.8.110F) or Senior Engineering Manager (Projects) (7.8.230F) licence
Key Performance Indicators:
- Performance review and achievement against plan
- Delivery of contract requirements and client / sub-contractor feedback along with attendance at IDCs
- Number of outstanding technical issues and client / sub-contractor feedback
- Compliance statements produced / deviation requests submitted to the client
- Number of risk assessments and their quality
- Number of briefs and their quality
- Training records, work experience records, Continuing Professional Development (CPD) records
Key Result Areas (continued)
- Carry out technical and safety audits on projects and of sub-contract organisations as required
- Maintain an IRSE logbook
- Monitor health & safety within sub-contractors to ensure Balfour Beatty requirements are met
- Attend team, technical and safety briefs. Undertake site visits
- Comply with and promote health, quality, safety and environmental instructions
- Attend contract reviews to represent project interests when requested
- Act as work package manager for allocated units of work
- Attend networking meetings internally and externally to promote the company’s capabilities
- Ensure the required elements of a project are included in the project Health & Safety file at project close out
- Manage the closure of any test logs raised during a project
- Ensure SMTH elements of a contact are carried out correctly and they comply with the relevant standards

- Safety statistics of sub-contract teams / number of close calls reported /number of technical incidents
- Meeting and briefing and attendance records
- Safety record (number of incidents/ accidents)
- Recorded attendance at reviews and contact performance against plan
- Achievement to budget and plan
- Meetings attended / briefs given / presentations made
- Timely delivery of the H&S file and quality of the elements
- Number of logs remaining open at project closure
- Delivery quality of SMTH by audit of work packages

Essential - Qualifications:
- IRSE licence Engineering Manager (Projects) (7.8.110F), Senior Engineering Manager (Projects) (7.8.230F) or working towards
- Valid PTS with AC/DC
- Working towards corporate membership of the IRSE
Desirable - Qualifications:
- Audit A1, A2 or V1 for internal & external auditing
- Batchelor or Masters degree in an engineering discipline
- Incorporated Engineer or Chartered Engineer
Essential - Experience:
- Railway systems and sub-systems at a complex level
- Knowledge of signalling design
- Commissioning of signalling systems
- Appropriate industry standards relating to signalling work
- Quality, health, safety and environmental Regulations and standards
- CDM Regulations
Desirable - Experience:
- Client contract and term & conditions
- Line & team management
- Event and condition monitoring systems
- Level crossing fundamentals
