Job Description
Responsible for the estimating function on behalf of the business. The position will require you to take responsibility for all Bids and Proposals together with direct liaison with other functions of our organisation such as planning, procurement, operatives and technical to support the preparation of fully costed and compliant estimates/proposals in accordance with agreed formats and timescales for approval prior to submission.
KEY ACCOUNTABILITES

- To liaise closely with the Commercial Director.
- Responsible for the preparation and management of tender material throughout the business. This requires the establishment of a tendering database, tender identification and recording to assist the business to tender for works based on current and historical data.
- To liaise with various departments and collate all required information to enable us to prepare/submit compliant and cost-effective proposals at all times. This will require co-ordination of bid team meetings and preparation of actions to complete with relevant key staff to ensure information/tendering material is collated in readiness for a timely submission.
- Prepare tender review material for briefing to Senior Management Team prior to submission to client. Provide all necessary input required to finalise pricing proposal including commercial/contractual commentary
- Undertake Value Engineering exercise, where appropriate, with the Bid Team, to identify proposals for more economical, alternative solutions
- Full review of current tendering process with a view of formalising a company estimating database to include all given parameters to support our estimating function and increase efficiency within our bidding process. Responsible for ensuring the database is utilised and applied to tenders as required.
- Preparation of tender submissions ensuring full compliancy with requirements including but not limited to tender valuation and commercial commentary including receipt and evaluation of any required specialist sub-contract packages
- To monitor data within our database on a frequent basis to ensure cost rates are reviewed in a consistent manner to confirm/compare current market rates for materials/labour/plant
- To lead all tender/proposal enquiries including direct liaison and co- ordination of the relevant departments within the business required to support each submission.
- Ensure that all tender award documentation is accurately recorded and that records are maintained as appropriate in line with public procurement legislation.
- Maintain the database to ensure accurate recording of progress throughout the tender process, ensuring correlation and categorisation of all existing tenders and documents.
- To provide regular input to project/tendering requirements and advice on any areas of the business which require attention or further improvements.
- To attend the regular commercial meetings and report on the tendering/projects as required. These meetings will be held at senior level and any additional meeting required with the attendance of the management team to be established accordingly.

Knowledge and years of experience of asset construction practice including compliance management.
Understands their responsibility for appointing adequate competent engineering resources to undertake the works
Understands interfaces between engineering disciplines involved in the project
Understands the requirements, roles and responsibilities regarding CSM-RA Regulations
