The Office of Road & Rail (ORR) protects the interests of rail and road users. We improve the safety, value and performance of railways and roads, today and into the future. As Head of Operations & Network Regulation, you’ll play a critical role in our work: setting performance targets for Network Rail and holding the organisation to account. It’s a fascinating challenge for an industry professional; one that blends economic regulation with railway operations.

About the role

As part of the Railway Planning and Performance Directorate’s management team, you’ll head up a team of seven. Together, you’ll manage and develop the process that holds Network Rail to account and ORR’s economic enforcement policy. You’ll be monitoring performance and checking the organisation meets its licence obligations. At the same time, you and your team will be developing new performance targets for the next five-year period. This crucial work will bring you into contact with a wide range of senior stakeholders. These contacts will look to you for guidance and expert advice on operations.

About you

To excel in this unique role, you must have a thorough understanding of the UK rail system. You’ll also need to be up to speed on economic regulation principles. Great communication skills are equally important. You must be adept at influencing contacts and leading high-performing teams. Knowledge of industry developments will reinforce your credibility.
