Rail (HSR) Senior Engineering & Design Manager - Saudi Arabia

About the Role

We are seeking an experienced Senior Engineering & Design Manager to lead and coordinate multidisciplinary design activities for a High Speed Rail project in Saudi Arabia. This key leadership role will oversee design teams, ensure excellence in technical delivery, and drive collaboration across internal and external stakeholders within a major international PMC environment.

You will play a pivotal part in defining design objectives, managing deliverables, monitoring progress, and ensuring alignment with project goals in one of the region's most significant railway programmes.

Key Responsibilities

• Lead, coordinate, and supervise all design activities across project disciplines.
• Develop, manage, and track design plans, schedules, and execution strategies.
• Identify design objectives, requirements, critical interfaces, and deliverable content.
• Facilitate and document project meetings, communications, and design reviews.
• Manage discipline progress reporting and presentations.
• Conduct value engineering, review and evaluate technical proposals and variations.
• Maintain strong collaboration with internal teams, subcontractors, JV partners, and the client.

Required Qualifications

• Bachelor's Degree in Civil Engineering (BSc Civil) - Mandatory
• Master's degree - Preferable
• Professional Engineering registration at SCE - Advantageous

Technical & Language Skills

• Strong technical background in design and engineering management
• Excellent command of English (B2-C1/C2) - Mandatory
• Arabic (any level) - Preferable
• Ability to manage multidisciplinary design interfaces and complex project environments

Experience Requirements

• 10+ years in the rail industry - Mandatory
• 5+ years in a similar senior design management position - Mandatory
• 5+ years in international JV PMC environments - Mandatory
• Strong background in design/engineering within largescale infrastructure projects
