Senior Projects Manager

Key purpose

The purpose of this position is to manage successful delivery of a portfolio of Metro & Tram projects. Typically the job holder will have responsibility for 150-200 projects in any one year ranging from simple to complex and from AED 100k to AED10m in value. These are projects required over and above the normal Concession Services by the client (RTA Rail Agency) or by Serco to maintain or enhance the safety, operational efficiency of customer service of the Dubai metro and Dubai Tram.

Structure and reporting relationship

Reporting to the Programme Director Dubai Metro & Tram, the job holder and will manage a team of around 10 project managers and project controls staff. Key interfaces will be:

the RTA Rail Agency Directors of Operations, Maintenance and Projects and their Chief Engineers, RTA Design Authority and Systems Assurance Advisers

Serco Dubai Metro Operations , E&M and SAE Directors and their department Heads; Procurement and Commercial

Suppliers and Sub-contractor Managers

Key accountabilities

Key Responsibilities

To prepare, agree, manage and deliver the Annual Projects Plan in accordance with the Terms of the Concession Agreement;

To prepare agree and deliver Strategic Plan for the profitable growth of Transport Projects on behalf of Serco Dubai Metro;

To manage, in close Liaison with the E&M Director, Damage Repair Projects, Modifications, Enhancements and miscellaneous ‘Ad hoc’ Projects on behalf of Serco Dubai Metro spanning ATC, Civils & Track, MEPS and Rollingstock;.

To ensure by diligent application of specifications, costing, tendering, procurement and effective project management that the Projects are delivered within approved budgets, the Projects Team covers its costs and adds to the revenue of Serco Dubai Metro, whilst continuing to provide our client and partner the RTA Rail agency with excellent value for money;

To ensure, when necessary, that the implementation of projects is done with approval of the SDM Executive, in compliance with the Dubai Metro Asset Configuration Change (ACC) and SDM Change Management and Rail Systems Assurance procedures.

Perform and carry out other duties as instructed / directed by Programme Director.

HSQE Responsibilities and Information Security Responsibilities

To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;

Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;

To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;

To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems

Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties;

Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste identified within their area of responsibility

Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;

Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve;

Carry out regular health and safety tours and inspections.

Be active in all Green Environmental/Sustainability Initiatives to ensure requisite requirements are met.

Essential qualifications

Degree holder or high diploma in engineering discipline or equivalent (preferably civil Engineering/Construction MEPs or Rail Systems related);

Professionally qualified with membership of a recognised engineering institution

Internationally recognized Programme/Project Management accreditation

Essential technical, professional skills, knowledge and essential experiences

Skills

Excellent interpersonal and communication skills;

Mature, detail-minded, flexible, pro-active, self-motivated and responsible;

Proactive and multi-tasked and able to work under pressure to meet deadlines;

Proficient in MS Office

Experience in managing sub-contractors;

Knowledge and experience of working to internationally recognized standards for Rail, Construction, Maintenance.

Be a team player and work closely with the team members;

Fluency in spoken and written English.

Understand basic revenue models, P/L, and cost-to-completion, project projections and makes decisions accordingly.

Understand projects pricing model and Contractors billing procedures.

Possesses general understanding in the areas of application programming, database and project build ups and design;

Commercially astute with excellent client relationship and negotiation skills and the ability to drive projects to completion in challenging environments.

Experience

A minimum of 7-10 years experience in rail or construction project management or within a similar position which involved working in a multifunctional facilities service environment.

Experience in contract negotiation / costing / QS activities a major benefit

Experience of working in Middle East Environment a benefit
