Systems Assurance Specialist in Dubai, Dubai, United Arab Emirates

KEY PURPOSE

The purpose of this position is to develop and lead the implementation of the Serco Dubai Metro Systems Assurance Plan, and to provide expertise into, and management of the Systems Assurance activities associated with SME Transport rail contracts, notably the Dubai Tram and the Qatar Rail Shadow Operating Company.

STRUCTURE AND REPORTING RELATIONSHIP

This position will be within the Engineering department. The job holder will report directly to the Head of Engineering. The Job holder will have no one reporting to him/her.

Key Responsibilities

  • Assist the Head of Engineering to formulate and implement the engineering and maintenance assurance strategy and direction;
  • Develop and implement the Systems Assurance Plan for Dubai Metro;
  • Develop and implement an effective FRACAS process for Dubai Metro;
  • Establish and maintain the assurance requirements and processes related to the delivery of asset enhancements through the Serco Projects section;
  • Liaise with HSQE Department to provide systems and safety assurance;
  • To undertake ongoing comparisons between the design RAM targets, and the actual RAM data, analyzing failure data, to enable the asset owners to understand the asset performance, and to make recommendations on system and maintenance enhancements.
  • Provide training and development to the Systems Performance Assistant Manager, to transfer knowledge and skills in Systems Assurance and RAM management;
  • Provide expertise and guidance to the Configuration and Engineering Standards Manager, in Software Systems Assurance and Configuration Management;
  • Provide expertise in Systems Assurance activities into the SME transport contracts;
  • Undertake Systems Assurance duties required through the Dubai Tram mobilisation, notably the Hazard Transfer process, ensuring that the Dubai Tram Operating Procedures and Work Instructions are developed with cognisance of the hazards transferred from the D&B to The Operator;
  • Ensure the on-going competence of all team members and arrange any training that may be required to ensure up-skilling and continuous development of staff capability;
  • Review con-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales;
  • Comply with all Serco SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures;
  • Perform and carry out duties as instructed/ directed/ agreed with the Head of Engineering;

SAE Responsibilities and Information Security Responsibilities

  • To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Safety, Assurance & Environment and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;
  • Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;
  • To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
  • To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems
  • Ensure that a good SAE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties;
  • Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
  • Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
  • Promote a good SAE and Information Security culture among their peers, subcontractors and third parties;
  • Conduct regular reviews on the SAE and Information Security Performance within their departments and seek ways to continually improve;
  • Carry out regular health and safety tours and inspections at various locations.

Safety Critical Competencies

  • Carry out regular health and safety tours and inspections.
  • Within own area of expertise:
  • Ensure that safety standards are set and implemented, and provide assurance of compliance.
  • Provide advice, expertise and technical support for line managers.
  • Consult and coordinate with other Professional Heads to ensure that cross discipline impacts are properly addressed.
  • Act as the point of contract for external parties, such as professional bodies and industry groups.
  • Monitor and review relevant external standards and emerging best practices.
  • Practical training or the supervision of practical training in any of the tasks defined as safety critical.S

Essential technical and professional skills

  • Ideally a degree holder or high diploma in electrical or mechanical engineering discipline or equivalent;
  • Professionally qualified with membership of a recognised engineering institution;
  • Must be familiar with all aspects of System Assurance: Safety, Reliability, Availability and Maintainability.
  • Must demonstrate expert practitioner abilities to conduct detailed reviews of complex analyses and processes.
  • Should have clear understanding / or capability of appreciating User requirement context for transit projects – including Operations, Maintenance, Training, Testing and Commissioning.

Skills

  • Capable of interacting on a daily basis with multiple levels of clients from the most senior management to direct labor as well as addressing the interface with contractors and consultants.
  • Capable of performing and leading System Assurance tasks for a range of rail systems including train control, communications, and vehicles.
  • Able to lead the development of System Assurance objectives on a large project and be able to identify key issues, potential solutions by using a consistent, rigorous methodology.
  • Capable of applying project experience on large systems to a range of rail system projects including Advanced Signaling/ Technology project work, rolling stock procurements, communications projects and implementation of complex integrated systems.
  • Able to operate at multiple levels, with the ability to provide project support to work with stakeholders to establish and implement a comprehensive System Assurance Program.
  • Able to move between high level overview / objectives of tasks and be capable of focusing on details of functional area;
  • Thorough understanding of all aspects of safety issues related to railway operations;

Experience

  • Should have specific experience in key elements of System Safety Assurance including knowledge of industry best practices, industry standards and specific analytical techniques, such as Hazard Identification & Analysis, Failure Modes Effects Analysis and Software System Safety Assurance.
  • Experience in an independent safety assessor or regulatory role will be desirable.
  • Minimum 5 years, preferably 7 years Systems Assurance experience within an operational or project delivery position.
