Job Title: Training Officer
Purpose:
To develop, deliver and carry out training, assessment and verification of staff in order to provide and maintain a competent workforce. Training shall include new rules and regulations and occupational training as required for employees and contractors. Updating of records within the competency management system to ensure accuracy and to enable works to be planned with the appropriate resource.
EDUCATION
Relevant training or teaching qualification at level 3 or equivalent (eg. NVQ, AET, PTLLS etc)
SPECIFIC KNOWLEDGE
Experience of working within, and enforcing, organisational standards, procedures and controls.
Relevant assessor and verifier qualification (or willing to work towards)
SKILLS & COMPETENCIES
Proficient in the use of Microsoft Office with strong IT skills
Excellent communication skills, both oral and written
Ability to work flexibly in order to respond to business needs (e.g., unsocial hours) to ensure continuing competency and training provision for others
Prepared to advance academic and technical qualifications and skills appropriate to the job function where applicable
EXPERIENCE
Experience of any of the following:
· railway safety critical work
· railway and/or engineering operations
· electrical, mechanical or civil engineering
· railway health & safety as appropriate
Experience of working in a team whilst able to demonstrate ability to work on own initiative and organise own workload
Demonstrable planning and organisation skills
DESIRABLE
Relevant subject specific qualification (eg. BTEC/HNC or equivalent in a suitable engineering subject). Safety Qualification (H&S Training)
Experience of developing training modules and performance assessments
Experience of delivering training outside of specialist area
Awareness of RSSB Non-Technical Skills

Principal areas of responsibility
1.1
Develop training modules and materials to cover training requirements for employees and contractors as necessary.
1.2
Deliver training and assess employees and contractors, on or off site as required including night work when required.
1.3
Co-ordinate and facilitate the competency management system (including training requests, restrictions and substandard performance)
1.4
Verify the assessments of on-site assessors and manage the training delivered by other trainers or assessors
1.5
Produce management reports as required for bodies such as Rail Business Review and Corporate Management Team

Checking and replenishing stock of training materials as required

Undertake regular meetings with departments to ensure that all training requirements are identified and documented
2.1.2
Manage training and assessment events and ensure that the required resources are available and that records of training and assessment are completed
2.2
Decision Making & Problem Solving
2.2.1
Develop and maintain training and assessment modules (both traditional and e-learning) to ensure compliance to training standards and regulatory requirements.
2.3
Initiative & Independence
2.3.1
Maintain a focus on training standards and new initiatives through reading of trade and industry journals, attending seminars and meetings and where necessary report back to the Training & Development Manager.
