Description:
The Principal Engineer is the most senior of engineering roles ahead of Senior Engineer. They will provide technical engineering input, support and advice across a designated engineering discipline. They will provide technical expert advice input and support associated with the provision of services for NR customers and suppliers. They will support professional leadership for a designated engineering discipline while providing expert advice, support and input to technical accident and incident investigations. They will support the setting of policy and standards, operational processes and systems, manage the design and delivery of programmes for the development of technical capability required within Network RAIL, including the competence framework and effective training materials. They will support the development of strategy, technology and assets across functions and with industry partners and liaise with product manufacturers, including external stakeholders. They will research and respond to changes in the internal and external requirements and practice which impact upon policy and standards as well as identifying opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required. They will support training assurance activities and act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality. They will represent NR externally to the industry and input to European issues as required. They will integrate and c0ordinate activity across different engineering disciplines and contribute to the development of engineers within the practise.
Essential
* Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas
* Technical qualifications to at least HND level or equivalent
* Membership of a relevant professional institution
* Experience of major contracting
* Knowledge of structuring safety cases in support of projects
* Knowledge of safety management and quality assurance
* Understanding of the arrangements required for the independent assessment of works
* Accident investigation experience
* DPE - experience
* Must have experience a full multi-disciplinary projects including application of CSM for CSM Significant schemes and Authorisation of Interoperable Projects.

Project is Transpennine Route Upgrade, this is now the biggest Enhancements project in Network Rail.
Designated Project Engineer (DPE) to lead team of around 8 Project Engineers on Enhancements project including Track Renewals, Signalling Work, Installation of new OLE and Structures Upgrades. Must have experience a full multi-disciplinary projects including application of CSM for CSM Significant schemes and Authorisation of Interoperable Projects
