Northern Powerhouse Rail – A better railway for the North of England
Following the release of the Government’s Integrated Rail Plan in November 2021, Network Rail are building a team to develop the identified programmes “Levelling Up” Rail in the North of England.
The programme spans from Liverpool, through Manchester and on to Leeds, Bradford, York and Newcastle and builds on the benefits planned from the Transpennine Route Upgrade Programme and connects to the High Speed 2 network. As a Senior Project Engineer/Designated Project Engineer, your main responsibilities would be:
- Implementing Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to the asset management lifecycle and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
- Monitoring the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
- Applying engineering controls and procedures to all projects and check whether all asset management activities include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
- Applying relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
- Monitoring all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
- Advising project and programme management in respect of all asset management lifecycle activities, including testing and commissioning, and site supervision. Monitor whether the asset management lifecycle elements meet the requirements of legislation, including Railways and Other Guided Transport System (ROGS) regulations.
- Assuring that the competence and capabilities of Internal and external project resources are competent.
- Developing a programme of reviews of the asset management lifecycle project activities. Propose audits of contractors to monitor whether safety and quality of design, execution of work, testing and commissioning and management systems are adequate.
- Carry out the duties of designated project engineer (DPE) for specific projects.
- Undertake accident investigations when remitted to by the relevant designated competent person
You’ll have:
- Significant experience in engineering disciplines, ideally with involvement in the asset management lifecycle projects across multi discipline areas
- Technical qualifications to at least degree level or equivalent
- Membership of a relevant professional institution
- Experience of managing contractors and suppliers
- Knowledge of structuring safety cases in support of projects
- Knowledge of safety management and quality assurance
- Understanding of the arrangements required for the independent assessment of works
- Accident investigation experience
