A fast growing telecoms company are recruiting for a Head of Pre-Contract/Procurement to join their Procurement department and be based in Milton Keynes. The company build transformational fibre optic infrastructure for the UK, empowering the UK’s economy and society.

This is an exciting and important role in the company to help to create and deliver framework contracts to deliver our fibre to the home programme.

• Negotiate fit for purpose construction contracts to deliver a major Fibre to the Home (FTTH) programme of up to £2.5bn capex over seven years.
• Provide in-house expertise for NEC3 contract management and dispute resolution.
• Reporting to the Procurement Director, this is a senior position for an industry recognised expert in the negotiation of NEC3 construction contracts.
• To lead a construction procurement team

Key Responsibilities:

• Responsible for delivering fit for purpose construction contracts & frameworks to deliver a major FTTH capex programme.
• Works closely with Operational colleagues to deliver outcomes that satisfy their needs.
• Leads the formation of contract strategy to meet and exceed company objectives.
• Leads the negotiation, formation, award and mobilisation of construction contracts.
• Minimises programme risk by securing construction resource to match the capex programme.
• Maximises value for money through negotiation of rates and incentives
• Provides construction contract expertise for contract management and to avoid the potential for dispute.
• Coaches members of staff and act as an example to others.
• Implements reporting to keep all stakeholders engaged and up to date with progress in relation to the programme schedule and provide early warning of risks & planned mitigations.
• Ownership of commercial and contract escalation activities such as Dispute Resolution, Mediation and Adjudication working with Operations and other functions of the business.

Knowledge & Experience:
1. Essential:
o Expert in negotiating NEC3 construction contracts for major construction projects
o A track record of successfully negotiating strategic contracts for a large capital plan to tight time scales
o Delivering win-win and sustainable outcomes for the client and contractor.
o Strong commercial and negotiation skills,
o Strong presentation skills and report writing
o 5years+ experience in construction.
o Excellent communication, numerical and computer literacy skills; including commercial software
o Experience in delivering large construction projects
2. Desirable:
o Experience in telecoms (FTTP/FTTH) network infrastructure.
o It is desirable that you have RICS Chartership (MRICS), MCIPs or other relevant qualification
