Project Assurance Manager

The Role
As the framework lead for Programme and Quality Assurance you will put in place and then maintain the arrangements that will deliver the required performance improvements.
In addition to the normal attributes of a successful leader this role will require determination and doggedness as you will be changing for the better the way in which many people currently work.
You will initially work with the Framework Leadership team and other subject experts to formulate a detailed and timed implementation plant which will be regularly updated and will provide the basis for performance monitoring.
Establish and oversee the Project Controls function including introducing appropriate measures to enable schedule, cost, risk and change to be controlled, in an integrated way, to maintain project confidence in delivering on time and on budget.
Your responsibilities
- Processes and Procedures: Put in place the processes and procedures that will facilitate exceptional programme and quality performance within a production line environment.
- Training: Guide and coordinate the project delivery teams. Put in place the appropriate training, mentoring and coaching arrangements to ensure that production teams (including Arcadis and Strategic Suppliers) exhibit the right culture and behaviors and have the necessary competence to deliver exceptional programme and quality performance.
- Data Collection, Analysis and Reporting: Work with the Data Manager/Coordinator and others to put in place the measures/discipline to gather all required data to inform the leading and lagging indicators. Analyse and report data to facilitate the management decisions that will assure performance.
- Performance Management: Identifying, agreeing and implementing appropriate performance management techniques for the project. This includes identifying trends and deviations from the original plan and recommending appropriate corrective actions. Conduct portfolio maturity assessments.
- Baseline management: Developing, validating, setting and managing accurate and fully integrated programmes - the process of managing the reference levels against which a project is monitored and controlled.
- Schedule Control: Applying and evaluating schedule control techniques, which support the management of progress against a timetable and consider limited resources and estimating uncertainty. Working with Arcadis to develop and adhere to design delivery programme.
- Cost Control: Applying and evaluating cost control techniques to support the monitoring, management and reporting of costs.
- Quality Control and Audit: Applying and evaluating quality control techniques to support the monitoring and managing of quality. Manage quality compliance audits.
- Risk control: Applying and evaluating risk control techniques to inform the risk management process.
- Change control: Establishing protocols to alter project scope, implementing protocols when necessary and updating configuration documentation.
- Culture: Fully embrace our clients and Thames Water's cultural vision, consistently demonstrating collaborative behaviours.
Supporting the Manufacturing Approach
- Working closely with supply chain partners to enhance their production line understanding and maturity.
- Ensuring the framework team are challenging production line operations, expediting progress against plans, escalating and promptly resolving any issues.
- Developing and managing production controls, driving continuous improvement.
- Ensuring that management reporting is performed efficiently and effectively.
- Driving continuous improvement of data analysis and reporting.
Line Management Responsibilities
- Reports to the Framework Director.
- Works as part of the Framework Management Team.
- Direct reports: Planners, Project Controllers and Asite Controller.
About you
- Excellent communication and engagement skills.
- Knowledge of Lean Construction, Agile Programme Management, Production Thinking and other techniques to assure programme and quality performance.
- Detail-oriented team leader with strong analytical, problem-solving and organisational skills.
- Can work independently and as part of a diverse team.
- Programme/quality management experience in a manufacturing or construction environment - water sector experience is not essential.
- IT literacy essential - competent Primavera P6 user
- Professional qualification is desirable.
- SMSTS safety qualification is desirable.
