Project Assurance Manager
Purpose of the Job
The Company are required to provide their sponsors and future Infrastructure Managers (IMs) with the assurance and confidence that their requirements have been complied with and controlled processes have been followed in accordance with the accepted project assurance plans.
The Project Assurance Manager’s role is to:
- Provide support to the Technical Assurance Lead to confirm that the Programme demonstrates appropriate levels of Technical Assurance to its Sponsors, future Operators and appropriate regulatory authorities.
- To manage the delivery of Assurance Documentation to satisfy company undertakings to the future Infrastructure Managers (IMs) as set out in the LU Delivery Agreement and the Memorandum of Understanding with RFL.
- Ensuring robust systems are in place such that assurance evidence deliverables provided by the company satisfy the IMs review and acceptance process and are auditable.
- Verify that the Project is following the progressive assurance processes described in the accepted assurance plans.
- Develop and implement KPIs and monitor the effectiveness of the IM interface within the company to ensure effective assurance management and design progression and assessment.
The Project Assurance Manager will play a central role in ensuring that the governance and controls that need to be in place are of the quality, efficiency and robustness that this project demands, that the many stakeholders have the necessary confidence in the company and support the successful delivery of the overall Project.
Principal Accountabilities
The Project Assurance Manager is accountable for:
- Monitoring that the appropriate level of assurance and evidence for design, construction, handover and contract close out is delivered by contractors in accordance with their contractual obligations.
- Managing the design assurance Gates procedure and the associated process for assuring changes to Gated designs.
- Supporting the Technical Assurance Lead to manage the population of the Assurance Reporting Environment (CARE) with the appropriate assurance evidence.
- Liaising with the Delivery Teams and Chief Engineers Group to identify relevant assurance evidence and to capture and accept it within the CARE system.
- Managing interfaces with 3rd parties such as Network Rail and TfL to facilitate the gathering of appropriate assurance evidence from these parties.
- Co-ordinating the IMs multifunctional input in support of the project.
- Ensuring that the extent of risk-based verification of evidence provided for acceptance and validation is in accordance with the VAP defined requirements.
- Challenging the risk-based nature of the verification activities and ensuring the assurance activities are delivered to time.
- Ensuring the assurance review, commenting and acceptance process for the design and build meets obligations to LU and RFLI as the Infrastructure Managers of the Assets.
- With the IMs Project Assurance Managers (or equivalent) develop and implement KPIs and monitor the effectiveness of the LUCT and RFLI interfaces within the IMs and to ensure effective assurance management and design/build progression and assessment.

Main Challenges of the Job
The job holder’s professional responsibilities in support of the Employer cover technical assurance for specific Assets and include:
Working with London Underground and Rail For London to ensure that submissions contain all the evidence required for their acceptance of the final design and construction of each asset.
Working across the Delivery Teams to obtain design, construction, testing & commissioning assurance evidence from the company and its design and build Contractors.
Prioritising and resolving Technical Assurance non-compliances through dialogue with Chief Engineers Group, Delivery Teams, and Infrastructure Managers.
Utilising systems engineering experience to support the Delivery Teams and to provide advice and guidance on appropriate assurance requirements.
Responsible for the delivery of assurance from delivery organisations across multiple projects
Person Specification
Essential: Knowledge of Technical Assurance on major UK railway infrastructure.
Knowledge of Systems Engineering and its implementation on a large railway infrastructure project.
Chartered Engineer or equivalent relevant experience and a member of a relevant professional body.
Proven skills of working in a matrix structure organisation.
Understanding of the Railway Industry and in particular NR’s and LUL’s design and assurance process.
Good interpersonal skills with proven ability to work effectively as part of a multi-disciplined management team.
Experience of and successful track record in a similar role on a major rail or infrastructure project.
