Project Control Director - Israel in Tel Aviv, Israel
A well known international engineering company is looking for a specialist rail Project Controls Director to support a newly awarded and prestigious railway project in Israel.
Purpose of the Job
The Project Controls Director position is key to EPC project success. S/he is responsible to ensure the project runs according to program and cost whilst always adhering to best-in-class Project Management processes across the project-wide community throughout the entire project lifecycle.
The position is an Executive Leadership role, bridging the interfaces with the Client, the Consortium Partners and their subcontractors, and the project team itself.
The Project Controls Director is leading and directing the underlying contractors Project Controls managers, responsible for Planning, Scheduling, Performance Monitoring & Reporting, EOT claims development, Cost Management, Forecasting, Cash flow plans , Change Management. S/He is also responsible to lead the critical functions at EPC level of Risk and Opportunity management, Internal/external Reporting, Knowledge Management and stakeholder reviews and audits.
A key position for interfacing with senior management stakeholders, both internally - up to CEO level - and externally, up to Government Ministerial Office level.
Performance Measurement
* Project-wide on time delivery performance
* Protection of EPC interests in Extension of Time Claims, avoiding concurrency.
* Quality of Cost / Budget and cash forecasting and achievement
* Demonstrable risk mitigation and opportunity realisation
* Quality of Project-wide Performance monitoring KPIs and Dashboards
* On-time reporting to Client, STECO, stakeholder Management
* Develop project controls team to perform individual scope and ensure smooth integration of the team output
Responsibilities
* Lead the Project Controls function across all elements of the Project throughout the entire project lifecycle
* Principle interface to the Client for schedule delivery, reporting and performance matters
* Manage the relationship with the Partners regarding Project Controls consolidation at Consortium level (Planning, Scheduling, Performance, Reporting, Extension of Time Claim consolidation)
* Key interface into the Consortium level Steering Committee for Project Controls input and reporting
* Develop robust and efficient Project Controls governance across all elements of the project to define, track and report Project performance at all levels, especially for On-time Project Delivery
* Develop and maintain the Project-wide Detailed Project Schedule in Primavera and TILOS programmes
* Develop recovery plans when required and actively participate in defending those recovery plans to the Client.
* Work with the Heads of each Function on the Project to implement function-specific performance targets and measurement systems.
* Develop detailed construction schedules to facilitate accurate weekly progress reporting of construction progress across multiple simultaneous worksites.
* Develop detailed Testing & Commissioning schedules to facilitate safe and efficient execution of Testing and Commissioning across multiple simultaneous worksites.
* Lead the planning input into the Claim management process to secure EPCh interests for Extension of Time claims
* Work with the Project Director and Commercial Manager to develop the Commercial strategy for Claims and VO achievement
* Develop the reporting cycles and content for communicating progress and key issues to Client, Steering Committee, and the Project team.
* Implement robust cost management, budgeting and forecasting practices linked to the project progress and look ahead schedules.
* Work with the Project Director and Lead Project Controller to secure Cash receipts, Sales Delivery and Profit Margin performance.
* Lead the PMO functions on the project for Risk & Opportunity Management, Change Control Management, Knowledge Management and Gate Review completion.
JOb Requirement
* 20 years' experience of working in a Turnkey Project environment, with 10 years Project Controls leadership experience on EPC projects
* Rail experience a strong plus
* Senior Stakeholder Management experience essential (Ministers, CEOs, etc.)
* Experience of Client Management and performing key interface to key Senor Client Representatives
* Technical expert in Primavera scheduling
* Expert in TILOS programs
* Strong experience in FIDIC Contract and Claim Management
* Exceptional Business Acumen: Budgeting, Forecasting, Cost Management.
* PMO experience in areas of Risk and Opportunity Management, Change control management and Knowledge Management.
* Exemplary Leadership Skills, with proven experience of leading multi-discipline teams across international time zones.
* Strong communication and diplomacy skills and the ability to guide, influence and convince others
* Ability to perform under pressure and motivate others when facing challenging circumstances
* Competent in conflict and crisis management
* Fluent in English language. Hebrew a plus.
