Position Overview

Act as DPE for all engineering issues affecting the whole of W3 as defined by NR/L2/INI/02009, the IPNP ECMP and TRU EMP.

Allocate DPEs across the W3 project to assure geographic or discipline specific work packages.

Ensure all DPEs allocated on W3 work together to provide a consistent solution for W3.

Lead Design Integration Reviews with the W3 lead CEM to ensure consistency between disciplines and interfacing projects and to ensure solutions are aligned to the required outputs. This includes certification through Route Wide IDRs.

Ensure external assurance processes including from the Digital Train Control team, Environment Agency, Highways Authority etc. are integrated with the Network Rail assurance processes.

A

Overall accountability for engineering assurance for the W3 project

A

Ensure that engineering assurance within the Alliance suitably identifies the roles and resources required to discharge legislative and technical responsibilities, within an efficient framework. This includes direct input into organisational design and resource forecasting.

Ensure adequate technical liaison and collaboration with external stakeholders to ensure that the remit / scope for W3 obtains necessary approval to facilitate construction, commissioning, EIS, and handback.

Undertake assessment and approval of appointments for W3 DPE roles in consultation with the TRU DEM

Support Alliance efforts for Design to Cost and Value for Money by providing direction to the engineering assurance team

Input into and ensure compliance with, technical processes for the engineering assurance within W3

Establish arrangements for technical assurance within W3 and co-ordination with interfacing adjacent and route wide engineering

Lead key improvement efforts and initiatives for engineering assurance

Support review of engineering performance and conformance with KPIs

Lead and support on action plans to address engineering performance issues, in collaboration with the respective CEMs for the allocated projects

Ensuring adequate input and review for engineering assurance into Section Proposal

I

Provide engineering assurance input into (and support for) Digital Strategy (BIM)

I

Provide engineering support for innovation and business improvement efforts

Ensure that changes in ‘Requirements’ or scope driven by the approval process – or interaction with stakeholders – are only accepted when they are supported by Section Proposals or suitable Change Requests for W3.

Key Skills Essential / Desirable

Essential:-

1. Chartered Engineer with appropriate degree level educational qualifications

2. Experience of major multi-disciplinary rail infrastructure programmes

3. Significant experience of engineering assurance arrangements including CSM and TSI requirements

4. Experience in Designated Project Engineer and Project Engineer roles

5. Collaborative skills for working effectively across Alliance participants

Desired:-

1. Line / team management experience

2. Resource forecasting experience
