Project Engineer - HV Power in Dublin, Dublin, Ireland

TITLE:
* Project Engineer HV Power, DART Expansion, New Works, (The New Works Section is the Project Delivery section of the Iarnród Éireann Infrastructure Manager Department).
ROLE & PURPOSE:
* Ensure that HV power design complies with Iarnród Éireann design process.
* Ensure products specified in design have required Product Acceptance.
* Ensure that HV power design meets agreed scope and HV power design specification.
* Ensure that HV power design meets agreed implementation strategy & programme.
* Liaise with Design to monitor their design compliance with CDM Regulations.
* Manage technical issues and their resolution between HV power designer and SET department.
* Liaise with SET Designated Project Engineers and HV power designer, managing communication and technical requirements.
* Liaise with external multidisciplinary consultants, such as respective Project Engineers.
* Manage the Bill of Materials for HV power project and liaise with Procurement department.
* Support design Interdisciplinary Checks and Reviews to Iarnród Éireann process, ensuring readiness between HV power designer and SET Designated Project Engineer.
* Lead and participate in engineering meetings with Design and SET to deliver project to scope and programme.
* Lead technical discussions and meetings for HV power on behalf of New Works.
* Notify New Works Project Manager and SET Rail Systems Manager of all potential scope changes and comply with Change Control process for the project, updating the applicable register when required.
* Manage and comply with Iarnród Éireann process for HV power designs produced by third party, HV power design contractor.
* Assist New Works Rail Systems Manager to implement required engineering for project to programme and budget.
* Assist New Works Project Manager to implement required engineering for project to programme and budget.
* Implementation of Iarnród Éireann and New Works Standards.
* Assist SET Designated Project Engineer and Design for any applications for temporary or permanent derogations to Iarnród Éireann Standards.
* To provide HV power engineering professional support to the project.
* Produce progress and technical issues reports for New Works HV power engineering.
* To deputise for SET Rail Systems Manager when required.
* Support junior members of the New Works Engineering team, including personnel in training, such as graduates or apprentices.

KEY QUALITIES:
ESSENTIAL:
* Recognised academic & practical qualification to demonstrate competence in the necessary technical skills and experience
* Member of Engineers Ireland or other relevant professional body, such as IRSE, IET.
* Minimum of 5 years project engineering experience in railway engineering or similar multi-disciplinary engineering environment.
* Relevant project engineering experience for projects of a similar complexity.
* Demonstrable ability to manage engineering process and associated issues.
* A good working knowledge of railway HV power system.
* A good understanding of major railway engineering discipline interfaces.
* Strong leadership, negotiation and interpersonal skills.
* Good communicator.
DESIRABLE:
* An Engineering degree in a relevant discipline
* Chartered status.
* Knowledge of railway infrastructure and railway operations.
* Knowledge of the Construction Regulations.
* Experience and understanding of Safety Assurance processes.

GENERAL MANAGEMENT RESPONSIBILITIES:
* Safety: To act as a focus for safety in line with the New Works Safety Management System (Safety Management System) and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS).
* Engineering: To ensure that all projects are properly authorized and progressed in accordance with the Building regulations, IE and IM policy, standards and procedures.
* Business: To manage, coordinate and control all projects and related activities for your business.
* People: To ensure constant communication with all colleagues within your area and to support the People Management policy within the IM team.
SPECIFIC RESPONSIBILITIES:
ENGINEERING
* Assist the Rail Systems Manager, New Works, in the delivery of capital projects.
* Assist the Project Manager, New Works, in the delivery of capital projects.
* Responsibility in your area of control for the feasibility work, design, procurement, construction, commissioning and handover of projects.
* Responsible for ensuring that projects are managed in accordance with defined project management and control procedures.
* Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.
* The successful candidate will manage all aspects of the HV power engineering within New Works.
