Main Objectives

The role requires the Project Engineer to monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline and to provide professional leadership/guidance to a group of discipline specific engineers.

Key Accountabilities

To implement Network Rail systems and procedures to maintain an approach that is both environmentally aware and high quality whilst remaining cost effective. Ensure that all design, construction, commissioning and other technical activities on relevant projects, stays in sync with all relevant legislation and liaise with regulators and others as appropriate.

Accountabilities include;

  • Implement Network Rail and Alliance systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
  • Monitor specific projects managed by the Alliance so that they are engineered to the standards and specification of Network Rail, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
  • Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
  • Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail¿s environmental policy.
  • Monitor Alliances¿ design and specialist consultants and contractors.
  • Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage so that the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
  • Monitor so that the Alliance¿s design/construction/specialists¿ personnel are competent.
  • Undertake reviews of design and/or construction activities. Arrange audits of Alliance works monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
  • Carry out the duties of designated project engineer (DPE) for specific projects as required.
  • Identify and share best practice across the Alliance.


Person Specification

This role is for a Track Engineer with demonstrable experience and understanding of the engineering process from project inception to delivery, specifically on Network Rail Infrastructure. Role specific requirements include:

  • Applicants will have experience in reviewing and writing/contributing to client remit documents, undertaking site surveys, scoping and engineering verifications, reviewing track design deliverables including outline designs, detailed designs, manufacturing drawings cable management drawings, and other Track/permanent way technical reports.
  • The role requires knowledge on track design principles, track maintenance practices, system interfaces and successful integration with other disciplines, manufacturing processes and interaction with layout manufacturers; an understanding of stakeholder management, project scope and the impact of change in scope on projects is also vital to this role.
  • Applicants will have experience in reviewing and writing/contributing to client remit and specification documents, and reviewing track design deliverables including outline designs, detailed designs, Manufacturing Drawings and other track technical reports.

The applicant must have of a valid PTS. A significant part of this role includes site visits for surveys, specification writing and onsite engineering verification (during delivery) of track renewals works.

Required Skills/Expertise

Essential

  • Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
  • Technical qualifications to HNC/HND or equivalent GNVQ level.
  • Knowledge of quality assurance.
  • An understanding of the arrangements required for the independent assessment of work.
  • CDM, risk assessment, auditing internal and external competency.

Desirable

  • Membership of a relevant professional body with chartered status and/or educated to degree level.
  • Knowledge of structuring safety cases in support of projects.
  • An appreciation of environmental issues in engineering works.
  • Project safety management experience
