Project Manager - Westmorland & Furness Council in Cumbria, Cumbria, England, United Kingdom

A project manager is required to manage c. 4-5 projects acting for the Councils Capital Programme Team and on behalf of the Infrastructure Recovery Programme (IRP), Lead Local Flood Authority Programme and Waste Programme
Specific schemes (not exhaustive list) are:
• Flood Alleviation Grange over Sands – October 2023
• A684 Scotch Jeans (Slope stabilisation) – October 2023
• IRP Broadhead – October 2023
• IRP Pooley Breakwater – October 2023
The Project Manager will be required to manage and lead on feasibility studies, support development of business cases for flood defence schemes and input on design options. The Project Manager will be expected to manage works on site during construction.
Example of key tasks include (for each project):
o Liaise with the Capital Programme team to progress the project through its lifecycle at pace.
o Manage Contractors/consultants within an NEC contract environment.
o Attend or host meetings, workshops to develop designs and promote value engineering where appropriate.
o Use knowledge to guide the project development process where appropriate.
o Ensure all CDM duties are carried out by relevant parties.
o Produce a Monthly BRAG ‘progress’ report (template to be supplied).
o Produce cost profile and forecast.
o Identify, log and manage project risks through a risk register.
o Identify, log and manage project actions through an action’s tracker.
o Maintain a project programme/ schedule.
o Create a project communications plan and engage with key stakeholders on behalf of CCC.
o Act as NEC Project Manager and manage contractual correspondence through CEMAR.
o Attend team meetings and other learning opportunities relevant to the role.
Existing Information
None. The Project Manager will be briefed on the specific activities required and provided with background information as required once the commission is underway.
Specifications and standards
The Project Manager will be required to comply the appropriate standards and specifications as directed for individual tasks. In particular the Project Manager should be experienced in the use of NEC contract management and have an awareness of flood and costal risk management legislation.
The Project Manager will be required to comply with Council Service Procedures as directed.
The Project Manager must at all times comply with the Council’s Code of Practice for Health & Safety. See separate pdf document attached.
Constraints on how the Consultant Provides the Service
The Project Manager is required to work 37hrs/wk on the commission. The Manager will be required to travel to sites and meetings in the Westmorland & Furness area.
General office hours are 8am to 6pm within which a normal working day is 7.5 hrs. A working week is 5 days per week on weekdays. Some flexibility will be available in relation to working hours and opportunities to work remotely. However, these are entirely at the Council’s discretion.
Given the council’s new ways of working, the consultant will be able to undertake the majority of these tasks from a remote working location (i.e. Home), utilising Teams for the majority of project meetings. However, there will be the requirement for site visits during this period for site familiarisation and progress meetings as required.
