Key purpose
The purpose of this position is to manage the overall delivery of the Route 2020 Project.

Structure and reporting relationship
The role sits within Route 2020 Project Team reporting to the Route 2020 Operations & Maintenance Director.

Key accountabilities
Key Responsibilities
To prepare, agree, manage and deliver the Route 2020 Project in accordance with the agreed Terms and Conditions with the RTA
To prepare, agree and deliver Strategic Plan for the delivery of the project integrated programme
To manage on behalf of the RTA the delivery of the project integrated programme;
Prepare and submit regular status reports
Recognise and address project issues as and when they arise
Escalate to the Rail Agency all matters that cannot be resolved at a working level and will have an impact on the programme
Manage every aspect of the project including the assigned project team specified within the Route 2020 organisation
To provide full support to all Rail Agency activities related to the Route 2020 Project
To ensure, when necessary, that the implementation of the Project is done with approval of the SDM Executive, in compliance with the Dubai Metro Asset Configuration Change (ACC) and SDM Change management procedures

Perform and carry out other duties as instructed/directed by Route 2020 Operations and Maintenance Director
HSQE Responsibilities and Information Security Responsibilities
To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility
Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place
To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility
To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems
Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties
Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste identified within their area of responsibility
Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve
Carry out regular health and safety tours and inspections
Be active in all Green Environmental/Sustainability Initiatives to ensure requisite requirements are met
Essential qualifications
Knowledge
Degree holder or high diploma in engineering discipline or equivalent (preferably civil Engineering/Construction related)
Professionally qualified with membership of a recognised engineering institution
Experience in contract negotiation/costing/QS activities a benefit
Essential technical, professional skills, knowledge and essential experiences
Skills
Excellent interpersonal and communication skills
Mature, detail-minded, flexible, pro-active, self-motivated and responsible
Proactive and multi-tasked and able to work under pressure to meet deadlines
Proficient in MS Office
Experience in managing sub-contractors
Be a team player and work closely with the team members
Fluency in spoken and written English
Understand basic revenue models, P/L, and cost-to-completion, project projections and makes decisions accordingly
Understand projects pricing model and Contractors billing procedures
Possesses general understanding in the areas of application programming, database and project build ups and design
Commercially astute with excellent client relationship and negotiation skills and the ability to drive projects to completion in challenging environments
Experience
A minimum of 7-10 years’ experience in rail or construction project management or within a similar position which involved working in a multifunctional facilities service environment

Providing Intelligent costing and specification
Providing strategic technical input relating to business-wide initiatives or requirements;
Policy development role requiring excellent influencing skills
Typically responsible for implementing policies and procedures and managing change at the operational and tactical levels
Decisions made based on set precedence and may make significant departures from traditional approaches to develop solutions; impacts the departments deliverables
Managing teams and senior specialists with control over assigned tasks rather than development
Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities
Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
