Contract
Purpose and Scope
To ensure that the Capital Programmes Directorate provide successful management of London Underground Limited (LU) obligations (or TfL obligations) and of the PPP Infraco contractors, PFI suppliers, or other third party suppliers, to ensure delivery of either assigned major project (or multiple projects) on behalf of LU to meet the needs of its customers.
Accountable for
- Plan and manage major projects, utilising company processes and working to corporate standards, to ensure delivery of intended LU business benefits.
- Provide direction and supervision to assigned Project or Assistant Project Manager(s) and supporting staff in accomplishing agreed project objectives.
- Establish and maintain a good, professional and pro-active working relationship with Contractor's project management team, to ensure delivery of intended LU business benefits.
- Within agreed authority levels, negotiate, procure and authorise all major project contracts and variations and approve and authorise all payment to meet value for money criteria.
- Establish and maintain a highly motivated and dedicated major project team including LU staff, agency personnel and contractors.
Major Activities
- Agree major project requirements with the Project Sponsor / Contract Director / Contract Manager to ensure that LU business objectives are met.
- Identify and manage interfaces between assigned major project and other ongoing LU Network activities.
- Ensure that resource requirements are communicated to, understood and agreed to by responsible functional managers.
- Plan, obtain and integrate resources for effective and efficient use across multiple projects.
- Prepare and manage major project implementation plan, including responsibility matrix, detailed programmes, and cost and resource plans.
- Organise, brief, motivate and direct major project team to ensure the work is executed in cost effective, timely and quality manner.
- Analyse performance, implementation, and commercial data; make decisions where appropriate or provide recommendations.
- Implement and maintain an appropriate reporting structure for performance, implementation, and commercial issues.
- Identify and implement best practice, including value management and risk management techniques.
- Negotiate and administer all major project agreements with outside parties, including local authorities, developers, Network Rail and national government.
- Ensure regular communication with statutory, legal and local authorities, residents' associations and the media, to maintain and promote a positive LU corporate image.
- Ensure compliance with all LU Rules and Standards and regulatory bodies regulations.

Experience
- Experience of personal responsibility for managing project finance and programme assurance and control.
- Experience of managing the contractual aspects and obligations of projects.
- Experience in managing people as direct reports.
- Experience of building relationships with, and influencing, a range of people at all levels within and outside the organisation.
- Experience of working in a construction or engineering environment is desirable.
Knowledge
- Knowledge and understanding of contractual issues in a project environment.
- Knowledge and understanding of financial control and procurement processes and techniques.
- Knowledge and understanding of planning and project management tools and techniques.
- Degree qualified in (for example) business, engineering, or equivalent, is desirable.
- Awareness of safety issues in an operating railway environment, is desirable.
Skills
- Ability to analyse complex data, draw conclusions, produce reports and make recommendations to senior management.
- Ability to communicate effectively, both orally and in writing, with people at all levels across the organisation and externally.
- Ability to build effective working relationships, with people at all levels across the organisation and externally and to influence.
- Ability to plan, implement and manage projects to deliver to time, budget and quality.
- Ability to manage multidisciplinary teams to deliver effective performance.
- Ability to use office based computer packages, e.g. MS Office (Outlook, Word, Excel) to basic level.
