Project Manager - Route Manager OPI & Earthworks Manager
Location: ScotlandPurpose of the role
To lead and manage the CEFA Route Earthworks Team in the efficient and effective provision of programme delivery and compliance with the CEFA Earthworks examination technical specification to support the delivery of the CEFA project.
About the role
For a given route :
Responsible for the management, planning and delivery of a geographic or discipline specific programme of work, based on:
- Ensure that safety is always the priority, promote safe working practices, ensure full implementation and compliance with Key Processes and Safety Responsibility Statement below
- Undertake on-site management and on-call duties as Duty Manager
- Ensure that close calls, near misses and any other incidents are investigated comprehensively and any lessons learnt are implemented promptly
- Provide cover in capacity of CRE for sign off in readiness for jobs as they happen
- Ensure that the programmes are delivered to time, budget and specification, updating the Route Managers with all progress information as required
- Support & advise the OPI & Earthworks Managers on commercial performance and work bank change.
- Provide the OPI & Earthworks Managers with accurate forecasts for resource capacity & needs in line with programme requirements.
- Ensure that programming and planning of the Earthworks and OPI examinations are done in accordance with project requirements.
- Participate in regular reviews with the team in order to obtain timely information on lost time & reasons for programme slippage
- Review and authorise the baseline programme throughout the Planning & Robustness process
- Ensure that work is planned to optimise the use of available resources and that Network Rail receive technically compliant reports in accordance with contract deadlines
- Work closely with Regional Planning Manager to ensure the efficient and effective provision of track access and safety critical resource to support the delivery of the CEFA project
- Ensure that all work is completed to satisfy the requirements of the Contract KPI’s
- Take the lead to establish and maintain collaborative relationships with Network Rail, in order that their requirements are fully understood and implemented
- Maintain regular liaison with all key stakeholders on project progress, conducting regular reviews with Network Rail and your team
- Manage the supply chain, ensuring that their examinations programme is delivered to time, budget and specification
- Lead the implementation of site audits, inspections and trials as appropriate
- Improve and evolve our systems, tools and processes so that we can drive efficiency and bring benefits to Amey and to Network Rail
- Manage and authorise change, supported by the OPI & Earthworks Managers, Route Commercial Manager, and Route Manager.
- Provide direction, leadership and line management to support the career development of team members to promote a highly engaged and high-performing team. Ensure PDR’s are undertaken in a timely manner to include SMART business and career development objectives
- Ensure that all staff are fully trained, hold the correct track safety and other appropriate safety (e.g., confined spaces, rope access) competences for their role and ensure these are maintained or updated.
What awe are looking for
Essential Skills, Qualifications and Training:
- Qualified Project Manager or HNC/HND level in an Engineering Discipline
- Knowledge of Safety, Health, Environmental and Quality Systems
- Knowledge and understanding of the technical specification and standards that drive the CEFA requirement
- Computer literate with knowledge of Microsoft Office suite and database management systems.
- Driving licence
Desirable Skills, Qualifications and Training:
Previous success in the commercial management of long-term commissions.
- Familiarity with project management software such as: P3, Suretrack or MS Project, Proform
- Successful record in delivering complex projects within time, specification and budget.
- Previous experience in the rail industry and knowledge of railway practice.
General note:
The post holder will be required to demonstrate a suitable and sufficient level of experience and qualifications for acceptance by the Network Rail client representative.
Technical Competencies :
- Knowledge and understanding of the requirements of NR/L2/CTM/017 and NR/L3/CIV/065
- Contractors Responsible Engineer (CRE) with knowledge and understanding of the requirements of NR/L2/OHS/019
- PTS/IWA/COSS/IRATA

About the contract
Amey undertake Structural Examinations, Structural Assessments, Operational Property Inspections, Earthworks Examinations, Technical Monitoring and provide Rapid Response services for Network Rail in several routes throughout the United Kingdom. Civil Examination Framework Agreement (CEFA) team includes over 200 Structures Examiners working on behalf of Network Rail to assess over 70,000 structures across the UK.
