Ewi, the market leading infrastructure recruitment specialist is very proud to be partnering with Rail Baltica to provide staffing support for the 670km High speed passenger and freight line linking Latvia, Lithuania and Estonia (and indirectly Finland) to the European network via Poland.

Opportunity:

As part of the organisation Rail Baltica are requiring a Head of Project Management to join the organistaion to manage the delivery of project related to the design and construction. The project currently consists of 9 packages for the design of mainline sections, plus associated contracts such as independent checking engineers.

Responsibilities:

The successful expert shall be responsible for managing the individual project managers on each package ensuring that the consultants understand the specifications and that the designs and are up to standard. Additional responsibilities shall include:

  • Manage team delivering multiple design contracts
  • Cooperate with local, regional, national, and international stakeholders and communicate with internal and external project developers
  • Identifies barriers and impediments precluding the project from making progress.
  • Coordinates communications, escalates and facilitates the resolution of risks, issues and changes.
  • Interaction with senior management of suppliers delivering design services to ensure commitment to achieve required quality levels and timelines.
  • Comes up with mitigation options to project issues/challenges (w/o waiting on direction) and always puts forward a recommendation with supporting justification.
  • Works in partnership with other departments to create accurate and timely updates, to prioritise and escalate issues, and to facilitate resolutions.
  • Facilitates meetings with all levels of the company, clearly articulating objectives, keeping people focused and walking out with identified action items and next steps.
  • Keeps management, team members and program stakeholders informed of critical issues, project status, changes, etc. on a consistent basis.

As this is a senior role, leading a team of 20+ engineers and technical staff there will be a strong need for the Head of the Department to provide interaction with the engineering team who carry out reviews of deliverables from the consultants. There is also a need to interact with senior management of design consultants to ensure required quality and timelines are achieved.

Key requirements for the role:

  • 10+ years of Technical Project Management experience with a proven track record of success managing large scale, (preferably international/cross border), rail projects during the design phase;
  • Must have project management budgeting, estimating/forecasting/costing and reporting experience.
  • Must have experience with a proven track record of the use of project management tools and integrated control techniques.
  • Proficient in project planning with strong working knowledge of use of plans developed in Primavera P6;
  • Experience in construction and/or engineering of high speed railways.
  • Comfortable speaking to all levels of leadership (Director, Vice President, etc.) and engaging with and co-ordinating multiple stakeholders.
  • Solid verbal, written and presentation skills.
  • Outstanding organizational abilities and technical mindset.
  • University degree with specialization in Civil, Mechanical or Electrical or Automotive or Aerospace Engineering or other relevant technical science;
  • Fluent in Business English.
  • High ethical standards, honesty and impeccable reputation.
  • Able to benchmark and apply best practices of large infrastructure projects and organisations.
  • Strives for continuous improvement and precision in every detail.

Fluency in English writing and communication

Salary Package:

The freelance rate for this assignment is to be confirmed taking into account taxation, living cost and allowances.
