Senior Project Manager - E1 Project Lead in York, North Yorkshire, United Kingdom

The role

An opportunity has arisen for a Senior Project Manager to join the TRU East Alliance in the role of Project E1 Lead. The position is based at Gascoigne Wood with travel between project sites as required.

The mission of the TRU East Alliance is to transform the East of Leeds route allowing people to travel faster, more reliably and in greater comfort between the North's great cities. Providing passengers with more choice, more seats and better facilities on a safer, cleaner, more environmentally friendly railway.

This Lead role is accountable for the management, governance and delivery of the scope of works for 'Project 1' that forms part of the overall programme system output, for the TRU East of Leeds (TRUe) route. To deliver a successful programme the role will be required to provide analysis, advice and support to a delivery team on a day-to-day basis.

The responsibilities of this role are broad ranging and require strong commercial knowledge with an ability to see opportunities to gain efficiencies, is able to challenge where necessary, with the overall aim of improving the projects' performance. The Project Lead will have significant line management responsibilities and will be responsible for providing ongoing project feedback and reporting of performance against plan to the Alliance Management Team (AMT) and at the Periodic project health check reviews.

The role is appointed by the Alliance Manager in association with the Alliance Partners. Within the Alliance, you'll have ownership of a range of ongoing key responsibilities and may have several flexible and evolving project responsibilities as the package of works develops and matures.

Key accountabilities

  • As a senior member of the AMT, ensure that appropriate alliancing behaviours and 'best for project' approaches are adopted at all times, leading by example in the pursuit of successful delivery of the Programme to the benefit of all Alliance Members.
  • Manage the cost, programme and delivery of the package of works within the agreed portfolio through the application of programme management best practice including planning, governance, issue and risk management, change control, stakeholder management, escalation and reporting.
  • Provide guidance on design and engineering matters.
  • Provide leadership and influence on the AMT and broader organisation by developing and maintaining the key alliancing values to develop a high performing project team.
  • Manage the full range of project lifecycle activities from its initiation to its completion e. from effective project set-up to successful completion and closure of all activities.
  • Identify, assess, document and prioritise key project dependencies and risks, and work with the cross functional team to resolve, whilst escalating key risks as and when necessary.
  • Ensure all project plans, briefs and key project documents are available on time and are accurate to enable programme completion to design/engineering/cost/quality/time.
  • Working in conjunction with other departments to produce construction programmes and Ensuring pre-start Health & Safety plans are fully developed prior to start date.
  • Responsible for ensuring the Survey resource requirements are appropriately planned and delivered effectively across the programme.
  • Ensure Site Managers understand the build programmes and they are meeting the schedule for delivery.
  • Regular site visits to review progress and ensure quality and safety standards are being met.
  • Ensure the Asset Management Plan (AMP) for Project 1 is produced and managed.
  • Establish and lead project team & project/steering group meetings in accordance to governance framework.
  • Monitors and reports progress to all stakeholder groups as required.
  • Consistently adopt and utilise appropriate Continuous Improvement and Project Management tools/processes/systems ensuring accurate and up to date provision of project data and reporting.
  • Track and report on delivery against key milestones, scope, acceptable risks and priorities, ensuring appropriate plans and governance are in place to achieve successful independent assurance and project reviews.
  • Line management responsibility.

Skills & experience

  • Educated to degree level or equivalent in a related discipline or relevant experience in associated field;
  • Excellent 'project delivery' track record in an operational, commercial or technical role;
  • In depth experience of working on collaborative projects with multiple companies.

Key Competencies - Technical

  • Strong project/portfolio ownership and management skills.
  • Ability to lead cross functional teams with different technical and commercial responsibilities and motivate them to deliver results.
  • Excellent track record of successfully leading and managing complex projects that are strategic in nature and national in scope
  • Ability to establish and maintain effective relationships and partnerships with key stakeholders.
  • Competent negotiator, specifically in a collaborative context
  • Complex Programme Management experience, ideally coordinating Strategic Planning or Change Management programmes in a Utility, transport or similar sector
  • Strategic business planning experience with the ability to make critical decisions
  • High level numeracy and IT skills, with proven ability to expertly use a range of relevant software.
