Transport Infrastructure Public Procurement Senior Expert (Technical Assistance) - Montenegro

The market leading infrastructure recruitment specialist is seeking an experienced Transport Infrastructure Public Procurement Senior Expert for an upcoming Transport Improvement programme in Montenegro. The project is part of the IPA (European Instrument for Pre-Accession Assistance) to allow Montenegro's membership to the EU and scheduled to last 3 years.

Opportunity:

My client is a major International Consultancy firm who have a proven track record of delivering a wide range of projects across various Infrastructure sectors around the world.

The aim of the project is:

"To improve the transport system in Montenegro in terms of quality, efficiency and safety by ensuring alignment to EU standards and facilitating inter-connection of Montenegro with the neighbouring countries and the EU."

As a result of this the successful individual shall be providing advise and technical assistance for not only Road but also Rail and Maritime networks.

Responsibilities:

Infrastructure Public Procurement Senior Expert will be responsible will provide support for strengthening the capacities of the relevant institutions in filling in the gaps of the selected projects and for preparing the related tender dossiers.

Key requirements for the role:

• University Degree in engineering/technical science or economics
• At least 8 years of proven professional experience in relation to public procurement of infrastructure projects.
• Minimum 5 years of professional experience with public tender preparation and tendering process of transport infrastructure projects in accordance with the EU requirements;
• At least 3 years of professional experience in the rail sector;
• At least two projects with experience in tender preparation and project implementation for works and/or related services under PRAG procedures and/or FIDIC;
• Experience in Western Balkans transport infrastructure projects would be an asset.

Language:

Fluency in the English language; (local language would be an added advantage);

Salary Package:

The salary package is €5,000 to €9,000 per month plus expatriate package
