Engineering + Assurance Manager in City of London, london, United Kingdom
TXM Recruit are looking to recruit an Engineering and Assurance Manager to join a major TOC.
The suitable person will support the Professional Head of Engineering to ensure fleet activity related elements of our clients safety management systems comply with statutory, industry requirements and applicable law. Management of fleet projects, including review of engineering change.
Main responsibilities:
Lead accident / incident and technical investigations with maintenance suppliers in accordance with industry and company procedure requirements. Where necessary, chair formal or local investigations and act as investigation panel member for other transport operator led investigations
Deputise for the Head of Engineering (Professional Head of Engineering)
Ensure that all engineering change initiatives, including the introduction of new build fleets, are evaluated for the purpose of determining whether statutory, industry and/or our clients requirements apply and ensure that the change initiative is then progressed in accordance with the relevant requirements. Consult with regulators as necessary.
Undertake management check and fleet technical audit activities as defined by the Fleet Director and as reflected in the company Audit Plan produced by the SQE Systems and Assurance Manager. Determine requirements for the procurement of external audit for the purpose of verifying compliance by our client with legislative, industry standard and company procedure requirements within the fleet technical discipline. In conjunction with the Fleet Manager, select and appoint competent suppliers for performing this activity
Review all new or revised fleet related externally imposed requirements. Ensure that all fleet related procedures comply with the requirements of applicable legislation, industry standards and other externally imposed requirements. Provide guidance to local managers on the implementation of all such procedures
Ensure the Head of Engineering is provided with all required information and documentation to enable him/her to comply with the responsibilities of the client Professional Head of Engineering as set out in the our clients Safety Management System
Responsible for ensuring ongoing compliance to applicable Statutory, Mandatory and occupational standards pertaining to the activities for which our client is responsible
Ensure that suitable management systems are established for managing the interface with fleet maintenance suppliers so that our client can be assured that no unacceptable risk is imported to its scope of activities through the contracted actions of fleet maintenance and repair suppliers.
Management of fleet projects and maintenance of fleet improvement programme.
Be part of the Fleet on-call roster.
Person specification:
1. Educated to degree level. Chartered Mechanical or Electrical Engineer or working towards
2. Strong people management skills
3. Excellent oral, written and power point communication and influencing skills.
4. A passion for improving safety and finding innovative and practical solutions
5. Ability to organise and a self-starter
6. Role model for our client values
7. It is essential that the Engineering & Asset Manager has railway fleet experience and can develop, put in place and oversee compliance with fleet safety related standards to enable our client to operate effectively.
8. Technical knowledge of electric multiple unit fleets.
9. Sound knowledge of statutory, industry and company fleet approval, engineering change and fleet maintenance requirements and associated practices and methods of work.
