Purpose of the job
The Quality Assurance Manager, working independently from the design and construction functions, is responsible for developing and implementing a quality management system meeting the needs of ISO 9001 and the Works Information.
The Quality Assurance Manager is responsible for all quality assurance matters on the contract, ensuring the quality of work on the contract is managed effectively.
The Quality Assurance Manager is responsible for managing the interface with London Underground Quality Assurance, and for the effective and successful delivery of quality assurance requirements as defined in London Underground's standard and the Works Information.
The Quality Assurance Manager is to demonstrate, represent and promote the quality processes and management.

ACCOUNTABILITIES / KEY RESPONSIBILITIES:
* Maintain and implement a Quality Management System meeting the needs of the main contractor, ISO 9001 and the project contract requirements.
* Liaise with Environmental and Safety departments to facilitate an integrated approach to project management systems.
* Maintain and implement a Quality Plan which complies with ISO 10005, as detailed in WI 625.
* Oversee the establishment and implementation of a surveillance system of the self-certification process.
* Develop and provide quality training for all personnel to include induction and training for staff with specific quality responsibilities.
* Manage all quality personnel.
* Review potential subcontractors and suppliers for their capability to meet quality requirements.
* Assist in the review of sub-contractors and suppliers' quality plans and procedures.
* Oversee the generation of Inspection & Test Plans and their submission for acceptance by the Quality Assurance team.
* Establish through the Dragados team the progressive compilation of quality records to evidence compliance of assurance and compliance with the contract requirements.
* Provide advice and instruction to the project team to deal rapidly and effectively with quality non-conformities and issues.
* Analyse quality non-conformities to identify trends and root causes, and determine requisite continuous improvement initiatives.
* Manage the integrated audit process and schedule and undertake reviews on the efficacy of the quality management system as part of continual improvement, through KPI's, audits and lessons learnt.
* Manage the establishment of management systems by the supply chain undertaking audits as necessary and witnessing of audits by the supply chain.
* Establish Quality KPIs in line with Project requirements Establish software solutions for the quality assurance/control management in liaison with the information management team Report to Senior Management on all quality issues in line with the reporting requirements in WI 800.
* Produce information and dashboards for and chair the Management Reviews.
* Monitor the quality of the project construction and administration against the management system and promote continuous improvement.
* Assist in pre-qualification and bid activities as requested.

EXPERIENCE, KNOWLEDGE, QUALIFICATIONS & TRAINING
* The role will require the post holder to have excellent communication skills in English, both written and verbal and to be able to report at management level.
* Educated to degree level or equivalent in a construction, engineering or related discipline. A low educational level combined with extensive experience in a similar role would meet this requirement
* Good knowledge and practical experience of developing, implementing and improving quality management systems to ISO 9001.
* Be a member of the Chartered Quality Institute (or an equivalent recognised quality body) or an appropriate engineering institute or be able to demonstrate the ability to become a member on an appropriate professional body.
* Be a competent auditor or have access to competent auditors.
* Excellent organisational skills and the ability to plan and manage their own time.
* Able to encourage and motivate people of all levels.
