POSITION OVERVIEW
Reporting to the Alstom UK Regional Centre Safety Manager (and responsible to the Safety Assurance Manager for Crossrail) the successful candidate will join a small team of Safety Assurance Engineers responsible for the Engineering Safety Management of product introduction and application project / scheme delivery for Alstom SS&I and specifically Train Detection for the Paddington Area project.
Each Safety Assurance Engineer is responsible for a linked set of projects / schemes; this linkage may be based around a common technology type or a geographically common area. In this specific case Track Circuits and Axle counters for the Paddington Area.
In order to support our client’s requirements to meet Interoperability and Common Safety Method for Risk Evaluation and Assessment; Engineering Safety Management, Safety Assurance, Product Acceptance and Homologation are central to the Alstom way or working. Lead Safety Assurance Engineers ensure allocated Alstom SS&I projects and UK product introduction activities meet all necessary legislative and safety requirements and responsibilities.
RESPONSIBILITIES
Activities will involve the candidate in all aspects of Engineering Safety Management including:
- Providing engineering safety assurance to application projects or product introduction
- Managing the Safety Assurance Activities for a series of Line of Route Projects, Technology Introduction or Discipline (such as Axle Counters and Track Circuits, Signalling (including Design), Interlockings, ETCS Trackside, Control Centres)
- Practical Implementation of an Engineering Safety Management Lifecycle for compliance with the Common Safety Method for Risk Evaluation and Assessment and CENELEC Standards including
- Development of product introduction and project application Safety Plans
- Project hazard analysis / Safety Risk Activities
- Hazard (Log/Record) Management, Mitigation and Closure
- Development of product introduction and project application safety cases / safety justification reports
- Strategic planning and prioritisation of Safety Assurance activities in order to meet project and product approval deadlines, including the ability to respond effectively to change
- Provision of advice on Safety Assurance to project teams in relation to issues that may prevent a project meeting its safety requirements for commissioning or achieving safety acceptance. Such advice may arise from, attending project meetings, audits, IDR and project stage and commissioning gate reviews
- Engineering safety management liaison at all levels within Alstom SS&I (especially Project Manager, CEM and CREs) and externally with customer, appropriate Assessment Bodies (such as AsBo), other parts of Alstom as well as subcontractors and suppliers
- Preparation of Safety Assurance inputs for Tenders and Tender evaluation
- Acting on behalf of the Alstom UK Regional Centre Safety Manager or Project Safety Assurnace Manager as instructed
- Provide regular KPI updates for ‘On Time Delivery’ of Safety Assurance documentation and Hazard Log/Record Statistics
- The candidate will be office based but expected to travel regularly to other Alstom office locations as well as project/site offices related to their project responsibilities
- To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibilities and activities.
Candidate requirements;
Essential:
- Educated to HND or equivalent in Systems Engineering or equivalent related subject.
- Practical understanding and application of the Common Safety Method and associated procedures and application.
- Practical understanding and application of the European committee for Electrotechnical Standardization (CENELEC) Standards including 50126/8/9 and associated procedures and application.
- Understanding and practical application of conventional UK signalling application projects.
- Understanding (and preferably practical application) of Track Circuits and Axle Counters
- Ability to interface with the railway industry/safety leaders in a competent professional manner, whilst maintaining Alstom SS&I safety and commercial interests.
- High attention to detail.
- Manage and coordinate personal activities and those of others against conflicting timescales and priorities.
- Ability to work autonomously to timescales and prioritise work to meet deadlines.
- Ability to travel within the UK and possible international with occasional overnight stays required.
- Ability to use MS office tools at a high standard.
Desirable:
- Experience and practical application of RAM Modelling and DRACAS.
- Understanding and development of database related applications.
- Railway industry experience in safety engineering or safety assurance and systems engineering.
- Chartered Engineer Status (or equivalent).
- Good interpersonal and communication skills.
- Ability to create safety reports to the required standard.
