Sponsor -Air Quality Enviroment & Technology in London, United Kingdom
The role is accountable for providing sponsorship support to elements of projects/programmes within the Surface Investment Programme in a complex stakeholder and political environment. The post holder will support delivery of programmes and projects relating to investment on the Transport for London Road Network (TLRN) and borough/third party highway or land. The role supports the Principal Sponsor to meet project or programme requirements in respect of definition, governance, execution and benefits realisation.
Working to the Principal Sponsor, the post holder will support the development of the necessary plans and stakeholder relationships to effectively sponsor elements of infrastructure projects/programmes in line with TfL's requirements. The post holder will be responsible for collaborating with internal stakeholders and external delivery partners to support delivery.
Accountable for the identification and realisation of the benefits of elements of infrastructure projects/programmes within the Surface Investment Programme.
Developing and maintaining strong working relationships to support the Principal Sponsor to deliver elements of projects and programmes.
Support negotiations around trade-offs of network impacts and benefits to ensure schemes meet the requirements of Surface Transport. Identify synergies to derive maximum benefit from the investment programmes.
Support the Principal Sponsor to aassure outputs such as design drawings, traffic modelling and construction plans align with TfL and/or external delivery partner requirements.
Support robust budgeting, governance, CDM compliance, and decision making processes, so that elements of projects/programmes are suitably controlled and that emerging issues are acted upon, or escalated as appropriate.
Contributing to the necessary reporting and governance materials for relevant business units, panels and boards for the relevant elements of projects or programmes, including issues, risks, KPIs, stats and benefits.
Contribute content for customer and hi-pri correspondence, FOI requests and contribute to briefings to Senior Management and City Hall.
The post holder will report to the Principal Sponsor. Other interfaces include:
- Teams and individuals within Surface Sponsorship Directorate
- Surface Transport: Colleagues in other departments to ensure coordinated planning and delivery
- London Boroughs: Collaborate with borough officers to support the Principal Sponsor to agree outputs & support delivery
- TfL wide: Colleagues in City Planning, Customer Communications and Technology, Projects & Programmes Directorate, Commercial Development, Legal and Finance to ensure coordinated planning and delivery and that opportunities for joint working are maximised.Accountable for the identification and realisation of the benefits of elements of infrastructure projects/programmes within the Surface Investment Programme.
- External Agencies: Third party land owners and developers, Department for Transport, Greater London Authority staff, external contractors and representatives of other key stakeholder groups. Others include members of the public/customers.
Knowledge
• Degree level education, membership of a relevant professional body, or equivalent experience.
• Holds a recognised project management qualification (e.g. APM Introductory Certificate or equivalent) and/or membership of APM or equivalent.
• Understanding of transport in London, including transport planning and emerging best practice.
• Understanding of management and delivery of schemes relevant to a highway and traffic authority, including knowledge of delivery process in boroughs.
• Knowledge of project management processes, governance and stakeholder and supply chain management techniques.
• Knowledge of highways infrastructure related consents, safety protocols, design standards and modelling
techniques.
Skills
Good oral and written communication skills, and an ability to work in an innovative but structured manner.
• Networking and influencing skills with a range of both internal and external stakeholders.
• Highly numerate, good IT skills, detail conscious and well organised. Ability to work under minimal guidance.
• Proven ability to support the management of projects to achieve business outcomes.

Experience
• Experience of supporting delivery of projects/programmes to time and budget.
• Experience of using diplomacy to influence colleagues and delivery partners to achieve joint objectives.
• Experience of providing support roles on projects/programmes, including financial monitoring, risk management, document management, problem-solving and benefits management.
• Experience of prioritising workload, balancing conflicting project requirements and demands.
• Experience of communicating with project stakeholders.
