Infrastructure - Senior Property Surveyor - Wakefield in Wakefield, West Yorkshire, United Kingdom

There is a requirement for a Senior Property Surveyor to work for a major player on a permanent-basis in Wakefield.

Role Brief:

  • Property management of the Council's property portfolio to maximise the income opportunities and capital receipts from the property portfolio and to minimise revenue outgoings and capital expenditure.
  • Professional work to ensure good management of the portfolio and compliance.
  • Support the Senior Property Surveyor in implementing transformation activities to provide reliable estates data and the adoption of new processes and practices to ensure effective prioritisation and consistency of approach across the team.
  • Support and contribute to the roll out of the Strategic Corporate Asset Management Plan for the Council's commercial and corporate property portfolio.
  • Negotiating rent reviews, lease renewals and re-gears, surrenders, new lettings, easements and licences subject to governance procedures and client approval.
  • Processing applications for assignments, underlettings and other variations to leases, as above.
  • Inspecting properties for a range of purposes and advising the Council on enforcement of covenants.
  • Ensuring compliance with statutory and contractual maintenance obligations.
  • In accordance with industry practice and good estate management principles, this role involves providing day to day recommendations relating to the Councils commercial property assets which include land and buildings whether owned, leased, managed and/or occupied by the Council, other public bodies or community use groups.
  • These influence the strategic direction of the portfolio and are intended to ensure the long-term efficiency, sustainability and value of the Councils property assets is maximised.
  • The team advise on how to enhance the performance of asset values and to manage and mitigate risk, and to recommend initiatives where land and/or buildings are not being fully utilised, are surplus to requirement or do no provide value for money.

Skills & Experience Required:

  • Knowledge of case law and legislation across all property related matters.
  • A thorough understanding of relevant property issues, legislation, codes of practice and health and safety.
  • An awareness of current and imminent industry reforms and trends
  • An awareness of Local Authority processes and procedures
  • An awareness of the issues surrounding the management of public sector property portfolios
  • Degree or equivalent in an Estates Management related course
  • Dependent on level appointed, either about to sit APC, or recently qualified, or experienced MRICS Chartered Surveyor accreditation
  • Excellent negotiation, communication, persuading, presentation and influencing skills.
  • Demonstrable experience of commercial property management
