QUANTITY SURVEYORMember of the Commercial Team on a large project or a number of medium/small projects (as agreed withCommercial Manager or Lead Quantity Surveyor).Provide support for the achievement of the Company's financial performance targets and goals and providingsupport, focus and motivation to optimise margin for the Company.Close liaison with Lead Contract/Commercial Manager and senior project staff of UK, Clients andStakeholders to ensure customer satisfaction while protecting UK from commercial risk.POSITION OVERVIEWThe Quantity Surveyor has a key Commercial role supporting the Commercial Manager or Lead QuantitySurveyor, the Project and Bid Management, and interfaces with all other supporting disciplines.Key areas are:1. Provide guidance on commercial management and contract administration2. A working knowledge of Contract documentation3. Provide guidance on Data and Record Management4. A working knowledge of Project financial control and reporting5. Business planning and Achieving Results6. Business Awareness and Client care7. Communication and negotiation8. Team working9. People developmentSuccessful performance will protect the company's position and ensure maximum financial benefit.Interfaces with Regional Management, and Local Project and Bid teams to ensure performance reflects orbeats set targets.RESPONSIBILITIESAdminister the client payment cycle up to and including Final Account including the Project Change Account to maximise income, achieve required margin and best possible cash flow position. Proactively administer Sub-contractor accounts from project start up through to final account. Accurately report sub-contract liabilities, make sub-contract payments and issue notices strictly in accordance with contractual and legal requirements.Interpret and contribute to enhancing the Project Team's knowledge of contract conditions which deal with key provisions including the rights and obligations of the parties.Establish contemporaneous records which are in compliance with project systems. Provide records which identify progress, delays and controlled change management, contributing to event registers and entitlement documentation, so that timely actions can be completed. Collect elemental costs and measurement information.Participate in the production of Monthly Project Reviews and Work Package Management Reviews, clearly identifying cost saving opportunities.Contribute to the achievement of Project targets and budget. Provide support which aligns with the commercial management strategy.Advise members of the Commercial and Project Teams on specified commercial topics. Establish good relationships with the Client, within Project Teams, with sub-contractors and suppliers.Represent the Commercial team at Project and client meetings. Negotiate settlement of project subcontract accounts in order to achieve early resolution and escalate within Alstom when necessary.Contribute to the expansion of best practice within the commercial team.Pursue own training and professional development goals and support others to achieve improved performance.POSTHOLDER REQUIREMENTS Good interpersonal skills Able to communicate clearly within Project peer groups. Capable of working under pressure and to deadlines. Developing organisation and planning skills.Qualifications: Educated to graduate entry degree level requirements or equivalentExperience: Experience working in contracting commercial department. Able to provide guidance on Quantification, costing of construction works and task elemental cost analysis. Able to provide guidance on the determination of scope of work through the interpretation of the contract documents Working knowledge of construction industry standard forms of contract and commercial terms. Working knowledge of Planning and the use of programmes in the management of construction works. Appreciation of tendering and pre-contract cost analysis Appreciation of risk identification, the use risk registers and how risk is managed. Appreciation of conflict avoidance, management and dispute resolution procedures.
