Senior Quantity Surveyor with proven experience working on M&E packages within a London Underground Station environment required for an initial 10 month contract based in London.

As Senior Quantity Surveyor you will work on the M&E, communications and public health packages as part of a station upgrade project. This project is being delivered using NEC3 option C and E so candidates must have a strong experience of the contract.

Key Accountabilities

Manage and deliver end to end commercial activities and their inter relation on major work-streams, projects and programmes to deliver commercial control and achieve programme and project objectives. Activities include:

• Identifying, assessing and reducing potential risks to commercial agreements and supplier performance.
• Planning, delivering and managing all procurement activities to deliver contracts and frameworks for works, goods and services contracts. Including prequalification, tender and negotiation of contracts and contact award recommendations using procurement processes and systems.
• Supply chain analysis, development and implementation of procurement strategies and category plans
• Management of cost analysis, benchmarking, estimating and cost planning using construction and engineering industry market economics and understanding their impact on cost and price.
• Management of construction, engineering, supply and service contracts.
• Preparation of detailed analysis of variances and explanations, and understanding of concept of, and ability to calculate earned value.
• Formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives.
• Management of claims, mitigation and advising on defence of claims, including analysis of the various parties' positions.
• Chairing performance meetings with suppliers, communicates performance data and agrees improvement plans. Able to differentiate between issues that can be managed locally and those that need to be elevated for either information, or resolution and action.
• Supporting delivery of organisational and personal development programmes
• Negotiation and cost recovery from external 3rd parties

To be considered for the role candidates will ideally be Chartered and have the following experience:

• Significant commercial experience within M&E, communications, public health packages on London Underground Stations
• Current / previous experience of complex contractual terms in MEC3 options C and E
• Proven experience in post contract environment involved in high risk, high value, complex works
• Experience in reviewing and agreeing compensation events
• Knowledge and understanding of programme and influence on compensation events
• Good knowledge and understanding of commercial contract management and project procurement
• Good knowledge and understanding of cost estimating, forecasting, benchmarking tools and techniques, and coding and allocation of project costs
• Good knowledge and understanding of project and programme management methodologies and their practical application in a construction / civil engineering setting
• Knowledge and understanding of project controls tools and techniques, particularly relating to the management of risk and uncertainty in a commercial setting.
