Railway Experience Essential
To manage the commercial resources of the assigned project to maximise planned gross margin through the placement and control of contracts and subcontracts. To assess, review and mitigate commercial and contractual risks and implement company policies for risk management. To support the authorisation and submission of project variations. To authorise the placement of contracts, subcontracts, material and plant orders. To maximise cash flow through the control, measurement and valuation of work, and the invoicing of customers and payment of suppliers.
To lead a Commercial Function consistent with Business standards and objectives and provide Operations with commercial and contractual advice whilst determining risks, maximising opportunities.
To assist Supply Chain in the procurement of supplier’s/sub-contractors/consultants. Establishment of robust and consistent change control processes on the project to ensure that appropriate changes/variations are identified and agreed with the Employer’s Representative.
- To be aware of Construction and Civils Engineering principles and methods relating to the works undertaken.
- Ensure full adherence to the Commercial Valuation Process and Management of Procurement Procedures.
- Production and management of Procurement schedule on contract award in accordance with project programme requirements.
- To maximise the planned gross margin on projects and support the achievement of the project's budgeted profitability.
- In conjunction with Project Managers produce Cost to Complete and end life forecast utilising the long forecast template.
- Update EoL forecast on a monthly basis in conjunction with PMs/APMs and Agents based on current resource levels and programme.
- Prompt presentation of all applications for payment, including all contractual entitlements.
- Ensuring that payments are received in accordance with the contract terms.
- Prompt submission of estimate / tendering information to the client.
- Prompt presentation of Client Final Accounts, including negotiation of all contractual entitlements, for presentation to Commercial Director prior to execution.
- Prompt presentation of cost / value information, delivery schedules and associated KPI data.
- Preparation and presentation of Monthly Cost/Value reconciliations with analysis of project position.
- Preparation and presentation of forward work schedules and cash flows.
- Procurement, negotiation and placing of Sub-contract Orders.
- Financial and commercial management of Sub-contractors through to settlement of their Final Accounts.
- Ensuring that all contractual letters/ notices and information are presented in accordance with the contract requirements.
- Preparation of appropriate documentation in support of additional payment, variations, claims etc.
- Commercial support to the site and contracts management team.
- Commercial support to the Estimating and Procurement teams.
- Close liaison with the client on all commercial matters, including preparation and submission of supporting information.
- To ensure the effective performance management and development of his/her direct reports, and the effective organisation of everyone within the commercial activity on the project
- To assist in the provision of a commercial appraisal of a project for external audit purposes.
- In conjunction with the project team produce a lessons learnt document and team review, including the estimating department summarising planned versus actual progress, commercial terms and any issues which have affected the profitability of the Project.
- To lead, manage and motivate the project’s commercial staff and to establish its full commercial contribution to the organisation and specifically to ensure that relationships between the project and surveying functions are collaborative.
