TRU is a once-in-a-generation rail upgrade programme to deliver faster, longer, more frequent and more reliable rail services across the north of England, from Newcastle, Hull and York towards Manchester and Liverpool via Leeds. Amey, in partnership with Arup, BAM and Network Rail is upgrading the route between Manchester and Leeds, which includes civils, track, railway systems and electrification. The role
The Deputy Head of Rail Systems on the TRU West Alliance is accountable for delivering all Track and Electrification works on TRU West Alliance.
This will be completed safely in accordance with legislation, Amey Procedures and Transpire Procedures to contract specification and programme, while building and sustaining long term customer relationships.
Key accountabilities
You will:
- Be accountable for the GRIP 3-8 Delivery of all Track and Electrification works on the TRU West Alliance.
- Manage all decisions based on a best for project/programme basis in line with the Project Alliance Agreement (Alliance contract).
- Effectively lead and line manage the TRU West functional team (including other Alliance Participant staff and supply chain staff in this functional team).
- Agree with the Project Leads and Project Directors on T&E resources (Staff, Labour, plant, materials, subcontracts) required for delivery on the TRU West Projects and manage the effective provision of these resources to the Projects.
- Deliver all T&E commitments made to Projects in line will project baselines including requirements, budgets, schedule and performance metrics.
- Develop the overall procurement strategy for all Rail Systems works on the TRU West Alliance, awarding alliance wide contracts and ongoing management of these contracts.
- Manage all T&E suppliers on the TRU West Alliance.
- Collaborate with Project Leads to ensure collective delivery through sharing of key resources and best practice.
- Review and approve the T&E element of all Estimates and Section Proposals, ready for Head of T&E and Account Director review.
- Provide a consistent delivery approach for T&E across all Projects.
- Promote continuous improvement for T&E across all projects.
- Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.
- Manage stakeholders and ensure T&E functions meet their needs where possible.
Skills & experience
- Chartership to relevant professional body.
- Advanced Personal Track Safety.
- NEBOSH Certificate.
- Experience in the rail sector and particular Rail Systems (track, overhead line, power and distribution and lines side civils).
- Effective communication skills with both internal & external stakeholders at all decision-making levels.
- Experience in negotiating and managing deliverables from third party suppliers as part of a project deliverable.
- Experience in producing regular written project reports showing clear status updates.
- Awareness of industry issues.
- Project/Programme Management qualifications.
- Educated to degree level or higher in a relevant area.
- Postgraduate qualification in a relevant area.
