Main Duties & Responsibilities:
As Track Manager you will support HSR, conventional railway, Metro and LRT projects on their Track Design activities.
Your responsibilities will include but not be limited to:
- Carry out reviews of designs (all levels: initial, preliminary, general, detailed, final, etc.), provide technical and programme feedbacks and advice on challenges, possible areas of improvements as well as possible alternatives and innovations.
- Prepare a “Design Task Guide” for Track (including Procurement Specification Formats) to define and contain the requirements for all Track design tasks/deliverables (i.e. drawings, calculations, outputs, analyses …) to be performed/prepared for each level of design (initial, preliminary, general, detailed, final, etc.) and associated verification and checking.
- Advise the Owner/client on site condition surveys and/or any other pretender analysis to be undertaken.
- Analyze results and recommend ways of adapting programme requirements accordingly.
- Contribute, as necessary, to “Design Management Procedures” and, in coordination with other technical disciplines, establish rules to maintain those and get the approval on Track tasks/deliverables throughout the Project.
- Ensure proper integration and interfacing with Track across the various design disciplines/technical specifications/Deliverables prepared for the project.
- Specify all Track requirements (i.e. technical/functional and operational needs, applicable standards, laws, expected performance, etc…) as per above documentation and interact with project Manager/design Manager for Requirement in that matter.
- Serve as technical expert to make engineering decisions, accept design proposals or technical solutions, make recommendations, resolve technical clashes, etc., instruct and monitor the good implementation and adherence to the project.
- Be responsible for managing, administering and coordinating the Track design process and ensuring that it is carried out timeously in accordance with all applicable standards and guidelines.
- Support, as necessary, the Client in providing technical support in relation to the management of statutory approval of design
- Prepare monthly reporting to the Technical Director / Project Director
- Coordinate with procurement, EDI, HR and commercial team and Support as per requested information or deliverables (e.g. HR for job descriptions, Sustainability for reports, CDM for risk registers, Financial for budgeting forecasts etc.)
- Responsible for capitalization (for example, standards and regulations, activities on projects and lesson learned)
- Ensure best practice of ‘technical sharing’ with the Rail Business Unit technical departments
- Produce publications in technical review and congress
Person Specification:
Essential:
- Senior Engineer with at least 15 years’ experience in major infrastructure/transportation projects.
- Sound knowledge (technical, organizational and processes) of the Track Engineering under similar Projects (Conventional Rail / HSR desirable / Metro / LRT), especially Slab Track and S&C Design experience
- Good knowledge in Track for “state of the art” Conventional Rail / HSR desirable / Metro / LRT.
- Good knowledge of UK design standards, such as Network Rail, HS2 and TfL.
- Detailed design experience, in particular in the specification of track components, including formation.
- Ability to lead and direct project teams , coordinate with others, control time and application of contract, convey good practices and report technical non-quality to management in relation to its area of expertise
- Ability to analyze complex situations and propose solution to interface Track with others with a good understanding of system integration.
- Capacity and Authority to anticipate, make/substantiate choices/recommendations, manage and interact with stakeholders, client and any Programme participants in relation to its area of expertise
You must have the right to work in the UK.
Desirable:
- Diploma or Bachelor’s degree in Engineering preferably Chartered or working towards membership of a recognized institution such as ICE and/or PWI.
- Highly desirable to have experience in HSR
