T & C Engineer Network Rail On–Networks
Purpose of the Job
To support the Integration Manager with the integration of the On-Network Stations with the Route Control Centre. Responsible for overseeing the technical and quality aspects of testing and commissioning activities.
Principal Accountabilities
- Defining particular scope and engineering interface agreements/specifications, seeking agreement with interfacing project teams
- Monitor project plans and works (e.g. programme dependencies, design inputs, budget, etc.); capture and control the associated actions, C660 and Others in order to facilitate the required coordination.
- Assess and approve technical requirements, including relevant system performance specifications, which provide the requirements baseline for the delivery contract
- Liaise with
- operators and maintainers to clarify and determine detailed requirements as required to support systems delivery
- Resolve requirements issues relating to the On-Network integration
- Review and accept selected design deliverables produced by the C&C contractor and other relevant parties (principal review criteria being compliance with: prescribed standards; operations & maintenance concepts; technical requirements)
- Support Systemwide Delivery team in obtaining the required assurance evidence from NR
- Assess assurance evidence produced by the C&C contractor and NR and other relevant parties in areas including requirements compliance, interface management, verification and validation, RAMS and EMC
- Review and accept testing and commissioning plans, specifications and reports
- Witness testing and commissioning activities, including attendance at FATs and SATs
- Liaise with infrastructure managers to facilitate acceptance of delivered systems
- Develop and/or review strategies and plans relating to On-Network integration in the context of overall delivery of integrated railway systems
- Provide technical support as directed within the team, to delivery partners and to others including, the Surface Directorate, Rolling Stock and Depot team, Technical Assurance team

Main challenges of the job
- Developing a coordinated programme for the successful testing and commissioning of the On-Networks interface
- Ensuring that the delivered systems comply with prescribed requirements
- Ensuring that assurance evidence meets prescribed requirements
- Establishing productive working relationships with operators and maintainers, Systemwide Delivery Team, external stakeholders/third party interfaces
- Facilitating acceptance of the integrated system by the Infrastructure Managers.
- Manage works that have complex interfaces between sub-systems, which require effective configuration and interface management during implementation, testing and commissioning phases.
Person Specification
- Degree qualified engineer or equivalent experience in appropriate railway systems engineering discipline experience of engineering and/or construction on railway systems engineering project projects.
- Communications project engineering experience gained in a major rail projects environment; including experience of design, construction and testing & commissioning phases
- Specific technical knowledge of GSM-R, FTN, Customer Information Systems, CCTV, PAVA, Telephony and Data Networks.,
- Knowledge and experience of application of systems engineering and technical assurance methods and practices
- Experience of integration between different rail infrastructure providers as well as with external third parties
- Experience of implementation of both hard and soft interfaces associated with these systems.
- Experience of working in a multiple stakeholder environment including sponsors, operators, maintainers, delivery contractors, Network Rail, other external interfacing parties.
- Knowledge and experience of construction quality systems and processes
- Knowledge of the NEC3 form of contract and of CDM Regulations is desirable
- Knowledge and experience of site-based ES&H processes and procedures/regulations
- Good communications and team-working skills.
