H&S Advisor – Engineering (RAIL)
Purpose of the Job
To assist and support the engineering function of Rail for London Infrastructure (RfLI) with respect to safety, assurance and risk management obligations and co-ordinate safety activities, with the RfLI Head of Safety.
Provide professional support to The Head of Engineering including:
- HSE advice and guidance
- Support to change plans and verification activity
- Contribute to the building of the Safety Management System and wider Business Management System
- Contribute to the creation of the Rail for London submission for licences and authorisations as Infrastructure Manager under Railways and Other Guided Systems Regulations (ROGS)
- Risk assessment and risk review
- Application of standards management
Principal Accountabilities
- Contributing to the development of HSE systems, standards, tools and techniques suitable for use throughout the company
- Support core business activities of TfL and RfLI by ensuring HSE issues are identified and resolved, providing advice and guidance to the Engineering team on all Health and Safety matters
- Liaise, and co-ordinate safety activities, with the RfLI Head of Safety, the RfLI Head of Engineering and their teams
- Support engineering management to deliver the obligations within its role of Infrastructure Manager under ROGS with respect to health, safety and risk management
- Oversee the safety and risk management strategies applied to the application and review of standards that define suitable and sufficient railway assets to support safe and reliable operation of the railway
- Provide support to engineering to ensure the effective application of associated health, safety and risk management requirements are established within the Safety Management System
- Contribute to the development, application, and reporting of the:
- Risk Management System.
- Network Risk Model and associated Network Control Log.
- Safety Performance Index.
- Strategic Risk Register.
- Risk Register
- SIF Register
- Duty Holders HRP
Assist engineering with the creation and checking of standards that ensure that RfLI assets are subject to effective safety and risk management processes through the asset life cycle
Assist the engineering team with the assessment of any required project assurance
Attend, contribute and run Safety Review Panels, Risk Workshops, HAZIDS etc
Upskill and advise on the application of CSM
Liaise with the Head of Safety and/or the Head of Engineering on matters that may concern the interface with the London Fire and Emergency Planning Authority in relation to fire and life safety matters
Assist the engineering team with the construction and baselining of the network safety model based on the RSSB framework as necessary
Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

Main challenges of the job
- Supporting core business activities of RfLI by ensuring HSE issues are identified and resolved in a cost-effective manner
- Assist with the revision and where necessary implementation of arrangements or systems to service both the engineering and safety organisations within the context of RfLI policies and standards
- Identify and advise the Head of Engineering and the Head of Safety of the safety and risk impact(s) associated with proposed changes to railway assets to ensure that applicable regulatory requirements are actively considered and managed
- Monitor and assess the experience of other rail operators and Infrastructure Managers; such that lessons that are relevant to RFLI are captured and implemented in the interests of safety, security or performance
Person Specification
Knowledge
- Knowledge required to adequately fulfil duties of the role, in particular relating to railway engineering
- Specialist knowledge in safety and risk evaluation techniques are highly desirable, while an ability to quickly acquire such knowledge is essential
- A good understanding of HSE legislation and standards is essential
- An understanding of mainline railway regulations and requirements is desirable
- Knowledge of the Common Safety Method and Railway Interoperability Directives
- The ability to learn and share is essential
