There is a requirement for a Cost Engineer to come onto a long-term 12-month rolling contract on the HS2 Phase 2b project in Birmingham.
When complete, HS2 will connect eight of the 10 largest cities in the U.K., and provide a huge boost to its future economic prosperity. The Client's role on this exciting project will help unlock benefits, including job opportunities, to the people, communities, and businesses in the Midlands and North of England.
Role Brief:
- The Cost Engineer's primary purpose is to support by planning, developing and owning all the cost elements within the contract.
- The cost engineer will be responsible for analysing data and providing support to enable successful decision making by the Project Team.
- Manages and prepares the Services Cost report, undertakes analysis of actuals variance against forecast through reviewing and understanding the underlying cost model (staffing costs and other costs) and the actuals transactions from the finance system.
- Maintains the cost model, including updating the model based on trends and compensation events. Prepares re-forecasts periodically, based on guidance from Project Controls Manager.
- Reviews transactions to ensure correct cost coding allocations, and correct job code billing, including challenging apparently erroneous charges with the initiator.
- Reviews supplier invoices and RFPs for consistency and completeness and prepares file for PM review and signature.
- Prepares the project PFSR including current forecast, CWC and CTC GM earning methodology.
- Manages the internal Trend process, including generating trend values based on staffing plan and other cost variance, and maintaining the project Trend log.
- Assists in certain prime-related matters, including providing cost estimates for additional services, and reviewing and incorporating client change orders in to the cost systems. Maintains the revenue model.
- Reviews prime-related correspondence for potential Trends and assists with the preparation of early warnings (NEC Option E contract).
Skills & Experience Required:
- Achieved, or working towards, a professional qualification in either cost engineering or accounting.
- Project Controls cost engineering experience.
- Experience with preparing PFSR, Project Fund Status Report.
- Bachelor's degree in Engineering, Construction Management, Finance or Business.
