Responsible for managing, guiding and realising the operational component of the start-up of QRail and ensuring that all preparatory documents relating to Operations within the eventual O&M contract are prepared in full consultation with relevant stakeholders and available in line with the project plan, such that transition to O&M contractor is seamless, thus ensuring safe and efficient start-up of O&M services.
Duties and Responsibilities
Key Responsibilities
•Responsible for advising and supporting other members of the management team on Operations issues, pre operational service commencement;
• Support the Operations Director in the achievement of on time deliverables;
• Assist the Operations Director in recognising all regulatory, Q Rail standards, procedures ,processes ,contracts and agreements;
• Help to develop a customer focused, cost conscious approach to deliverables;
• Support the management team in building the relationships with the client and the relevant safety authority;
• In conjunction with the HSQE Director and the Operations Director assess ongoing risks to deliverables;
• Work with to the Operations Director and other stakeholders especially Q Rail, to achieve set deliverables as follows:
o Develop an overall operational plan for the Doha Metro;
o Develop O&M Contracts for the Doha Metro;
o Develop O&M rules, handbooks, policies & procedures for the operational phase of the Doha Metro;
o Develop asset handover procedures for the operational phase of the Doha Metro;
• Assist in the preparation of SOPPs to support the O&M services for the Doha Metro, including:
o Operations (Metro and LRT)
o Operational Contingency
o Performance & KPI
o Revenue Protection
o Timetable
o Define and verify proposed service level standards
o Safety Management processes, working with HSQE Director
o Business Continuity and Emergency
o Customer Service
o Exceptional Events Management
o Fare Collection and Ticketing
o Staffing (including job profiles)
o Training
• Provide support and advice on the Clients strategies for safety, customer service, ticketing, fares, security, rules and regulations;
• Provide an assessment of the staged delivery of the Doha Metro;
• Working with other SOC team members:
o Develop passenger service standards and customer service strategy;
o Review the station equipment provisions;
o Provide advice on current worlds best practice for rail operations;
o Review existing designs from an operational perspective;
o Define the roles and responsibilities of the O&M contractor and other contractors;
o Oversee all consultancy support provided by the Operations Consultants;
o Engender and embed an operational culture at the Clients organisation;
o Ensure simplified contract management arrangement and resulting in lower resource requirement by the Client;
o Deploy operational expertise to complete development of the Clients requirements for the Doha Metro and Lusail LRT;
o Commissioning planning;
• Perform and carry out other duties as instructed / directed by the Operations Director;
HSQE Responsibilities and Information Security Responsibilities
• Lead the development and implementation of the Integrated Management System requirements within HSQE Department and provide the leadership to ensure that contents of Health, Safety, Quality & Environment and Information Security Policy Statements are known and understood by their staff.
Knowledge, Skills, and Experience
Knowledge
•Minimum bachelors degree
•Thorough understanding of all aspects of safety issues related to railway operations;
•Thorough knowledge of Metro Operations and Maintenance Management System;
•A strong understanding of the Gulf transportation market
Skills
•Flexibility to cope with unexpected incidents and other changes to normal schedules;
•Excellent organization skills; and
•Ability to negotiate and persuade at highest levels.
•Must be a highly skilled communicator and able to build rapport easily;
•Proven ability to influence stakeholders;
•A positive attitude to dealing with people
•Capable of working independently, and having responsibility as an individual
•Excellent analytical reasoning ability and capable of making decisions on complex matters;
•Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
Experience
•10 years experience as a rail operator;
•Proven track record at senior management level across a range of Railway Operations;
•5 years Metro operations experience at senior management level;
•Working knowledge of train scheduling, train utilisation, train crew roster, control centre operations, station operations, train operations and depot operations;
