As the Operations Standards Manager, you will manage the development and implementation of operational standards, rules and local working procedures to enable the provision of safe, reliable and efficient services throughout the Elizabeth Line Central Operating Section in order to meet regulatory, business and route performance requirements.
From time to time you will be required to travel to various locations where our teams are based dependent on the business need.
Your Key accountabilities
• Manage, through collaborative working and engagement of others, activities pertaining to continuous improvement and development of operational standards, rules and local working procedures that enable the safe movement and control of trains.
• Lead, manage and oversee the implementation of systems and processes to assure compliance with relevant operational standards, rules and local working procedures, conducting periodic reviews and implementing corrective actions where necessary.
• Manage and oversee the implementation of systems and processes to assure compliance with all operational resilience and contingency plans, conducting periodic reviews and implementing corrective actions where necessary.
• Manage and oversee the implementation of systems and processes to assure operational information pertaining to the network is produced and securely distributed to affected stakeholders.
• Manage and oversee the development of systems and processes to govern the safe movement and control of trains and management of incidents at operational boundaries with other Infrastructure Managers and Railway Undertakings to assure the operational integrity of the network.
• Lead the operations directorate in the development and management of the RFLI Standards Baseline and the change management process for designated standards, including derogations and deviations from baselined material
• Lead and manage local and formal investigations as directed by the designated competent person, to identify and record immediate and underlying causes and recommend corrective actions to prevent recurrence and improve organisational safety and performance.
• Support as directed the risk control, quality assurance and signalling control activities of the team to share knowledge and experience, support overall performance and to deliver the objectives of the network assurance team.
Knowledge
Essential
• Broad and extensive knowledge of operating principles, systems and standards applicable to both mainline and metro railways.
• Deep understanding of strategic risk management tools and techniques.
• Development process for railway operating rules and instructions
Desirable
• Degree in Operations Management or equivalent experience gained within the railway industry.
• Accident & Incident Investigation techniques
Skills
• Ability to act as a role model for the business.
• Ability to communicate and influence effectively amongst peers.
• Ability to establish a course of action for self and others, managing time, resources and surrounding circumstances to deliver objectives.
• Ability to lead joint investigations with railway industry peers.
• Ability to work externally within hazardous railway environments.
• Proficient in MS office skills, especially Word and Excel.
Experience
• Developing operational standards, procedures and local working instructions for railway environments.
• Developing business management systems.
• Identifying hazards and implementing risk controls systems.
• Leading and investigating accidents, incidents and other safety related events.
• Interfacing with internal / external stakeholders to develop rules and local working instructions.
