Senior Railway Operation Expert in Riga, Latvia
CLIENT
Linum Consult’s client is RB Rail AS: a joint venture between Estonia, Latvia, and Lithuania for the Rail Baltica high speed rail project. They are currently in need of a Senior Railway Operation Expert; a technical role for all aspects related to train operations and to manage the O&M activities on project. Linum Consult is conducting this search exclusively for RB Rail AS, to be based at their head office in Riga, Latvia.
RESPONSIBILITIES
The responsibilities of the Senior Railway Operation Expert will be split into four main tasks:
- As Manager of Railway Operation team (inside Systems & Operation department)
- to maximize efficiency within the organization (delivery orientated)
- to manage a team of 2 experts (or more)
- to organize and supervise the operation department tasks (use of best practices)
- to keep track of activities with recording
- to lead all studies related to train operation and maintenance.
- As expert inside the Systems & Operation department:
- to review the functionalities of assessed railway operation and maintenance
- to serve in a lead technical role in train operation and services concepts, operation planning, analysis and optimisation of technical designs of railway infrastructure and facilities
- to clarify the necessary steps to start operation and maintenance in the proposed schedule
- to review and update the Operational Plan reference documentation
- to supervise the modelling of train operation on RailSys
- to participate in the definition of functionalities and technical requirements of railway signalling systems.
- As Project Manager for the Shadow Operator services
- to ensure a strong interface with the Shadow Operator services consultant
- to ensure the overall management of the work performed by the Shadow Operator services consultant and to ensure its consistency with objectives, to implement the assessment of Shadow Operator deliverables and drive the assessment exercise with other departments and involved stakeholders.
- As expert outside the Operation department
- to perform other duties as assigned by the System & Operations department manager
- to report to the System & Operations department manager
- to participate in design studies, contracts implementation and Operational and Technical Reference Groups
- to cooperate with Baltic states Implementing Bodies, National Safety Authorities, European Railway Agency and other involved stakeholders
- to participate in the preparation of technical specifications and participate in public procurement committees.
REQUIREMENTS
- Bachelor’s degree in engineering or related field preferred
- 15+ years of international experience of 1435 mm railway operation and operation plan design, inside either IM, RU or engineering company
- Background in high speed (> 200 km/h) line railway engineering projects and in mixed traffic operation services (passengers and freight)
- Experience in Project management inside the European Union railway normative environment
- Experience in the development of Standard Operating procedures (operator’s documentation for normal & degraded modes) and maintenance plans inside the European Union railway normative environment
- Experience in safety (Safety & security management plans)
- Proficient in Microsoft office and data management software as well as in railway operation simulation software tools (RailSys)
- Big knowledge of European requirements (Technical Specifications for Interoperability, ERA, EN and their implementation status
- Knowledge in maintenance (infrastructure, rolling stock & depot)
- Knowledge of ERTMS Level 2 signalling system
- Detail-oriented with strong analytical and problem-solving skills
- Excellent communication skills, both written and verbal and excellent people management skills to interact with stakeholders, ability to express and to present technical concepts
- Ability to collaborate with team members to identify and implement continuous improvement initiatives
- Excellent organization skill and technical mindset
- End customer (future passengers and cargo owner) orientated
- Fluent in English and possibly of one of Baltic languages, and a good command of technical English
- Resilient to coping with conflicting demands, able to prioritize duties and work under pressure
- High ethical standards, honesty and impeccable reputation
