Job Purpose
To deliver departmental and client programmes for the development, installation, modernisation and enhancement of traffic control systems, with a focus on CCTV, VMS and Tunnel Safety Systems, to ensure that the Londons roads and tunnels operate in a safe and reliable manner, extracting best value from the available technologies to meet the objectives of the Mayor, TfL and individual Borough transport strategies.
Principal Accountabilities
• To manage the work on individual schemes to deliver the design, programming, installation and commissioning of traffic control systems (including traffic signals, tunnels safety infrastructure, CCTV, VMS and OVD systems) taking personal responsibility for financial out turn, technical quality, compliance with relevant regulations, timely delivery, safety, quality of documentation and customer satisfaction.
• Design, configure and safety test, to current regulations, the precise method of control of microprocessor controller traffic signal installations.
• Audit scheme designs or controller specifications prepared by others within Traffic Infrastructure or by term consultants.
• Day-to-day liaison with external suppliers to ensure delivery.
• Specify, evaluate and approve new equipment, software and systems.
• Review costs of providing the services, striving to maximise Best Value for TfL.
• Provide expert advice and guidance to stakeholders, including writing and reviewing technical instructions, manuals, specifications and reports for traffic control systems.
• Contribute to the training of Traffic Control Engineers by imparting knowledge to complement more structured training, to assist in their evaluation of options and resolution of problems, thereby contributing to the profile of the organisation as a centre of excellence, and at the same time ensuring safe working practices.
• Respond to customer service enquiries.
• Facilitate the migration of Traffic Signals, CCTV and Tunnels Safety engineering skills throughout Traffic Infrastructure.
Decision Making
The post holder;
• Has no financial decision making authority.
• Takes decisions regarding the delivery of their works within the objectives, budget and scope set by their PTCE or Team Leader.
• Certify systems, equipment and software as being acceptable for use following installation and commissioning.
• Keep financial records and process claims for payment from contractors and consultants.
• Propose modernisation and enhancement works and associated spend.
Jobholders Command
• The post holder has no formal direct reports.
Main Working Relationships
• Reports to their PTCE through daily contact to review progress and agree actions.
• Reports to internal clients in the development and delivery of projects.
• Day to day liaison with other members of Traffic Directorate and the client team in order to promote knowledge share and best practices within TfL.
On matters relating to traffic control systems in their Teams area of technical expertise;
• Represent the team at meetings with other sections and divisions of TfL, as a technical expert, on subjects which may include delivery, technical development, contract letting or management.
• Represent TfL at meetings with suppliers or contractors to review progress and performance in development, installation and commissioning.
• Liaise with Clients, Planning Supervisors, Designers and Principal Contractors as required under the Construction Design and Maintenance (CDM) Regulations.
• Represent TfL at meetings with external stakeholders (e.g. the Metropolitan Police, the Fire Brigade, the Ambulance Service, the Highways Agency, and the Boroughs).
• Provide technical expert guidance and advice internally.

Knowledge, Skill & Experience

Knowledge
• HNC or equivalent though experience in a relevant engineering discipline.
• In depth technical knowledge of the tunnel safety, CCTV, VMS, OVD and traffic signal technology, design techniques and equipment in their area of responsibility.
• Knowledge, data transmission techniques and networking technologies
• Understanding of relevant health and safety, legal frameworks and legislation (including New Roads and Street Works Act (NRSWA), Traffic Management Act 2004 , Road Traffic Regulations Act, Construction (Design and Maintenance) Regulations, electrical regulations as applied to roadside traffic control equipment installations).
• Understanding of transport issues affecting roads in London.
• Knowledge of electrical wiring practices, including the IET Wiring Regulations.
• Understand the management of traffic control systems with particular reference to the safe operation of roads and tunnels.
• Specialist knowledge and understanding of signal capacity calculations including relevant software such as LINSIG for Windows and TRANSYT.
• Detailed understanding of traffic signal engineering techniques including writing specifications, configuration and safety testing of microprocessor controllers.
• Specialist knowledge of microprocessor controller operation to enable fault investigation analysis and recommendations for remedial actions.
Skills

• Possession of a current driving licence and willingness to drive TfL fleet vehicles in the London area.

Experience
• Experience in traffic control systems engineering.
• Project management and implementation on the highway to meet timescales and budgets.
• Willingness to undertake site visits and occasional work outside office hours.
• Experience of the design, writing installation specifications, preparing safety audits, compiling tender documentation and assessing returned tenders, placing orders, carrying out site tests and commissioning traffic signal installations in accordance with current work instructions.
