CDM Principal Designer Assistant in Manchester, Manchester, United Kingdom
My client who have formed an alliance are looking to hire a CDM Principal Designer Assistant to join their team in Manchester.
Position Overview
1. Support the Representative to fulfil the duties of the CDM Principal Designer for the assigned company, in accordance with CDM Regulations 2015, Transpire Alliance CDM Plan, and relevant standards.
2. Support production/ update of the Management Plan to fulfil CDM-PD and CDM-D duties under legislation within Transpire Alliance and the relevant participants.
3. Schedule, prepare and document audits and reviews as necessary to ensure that others effectively discharge their allocated accountabilities and responsibilities under Transpire CDM Plan (for CDM-PD and CDM-D duty holders).
4. Ensure distribution of safety critical/ related information between various parties on behalf of Duty Holders
5. Support the review of working arrangements to identify and support implementation of improvement plans.
Key Skills
Essential:-
1. Experience of applying CDM (and other Health & Safety) legislation at an organisational level
2. Understanding of undertaking the CDM-PD role on previous major projects
3. Understanding of railway infrastructure programmes involving multi-disciplined projects and design
4. Strong collaboration skills to work across numerous organisations at various levels
Desired:-
5. Nebosh Diploma in Occupational Health and Safety Management or working towards
6. HNC/ HND equivalent level qualified with professional registration

Produce and update the Alliance CDM Management Plan to ensure that accountabilities and responsibilities are clear – supporting preparation for briefing and knowledge share sessions as appropriate to raise the level of understanding and awareness across the Alliance.

Ensure adequate and timely distribution of safety critical and safety related information between Duty Holders
I
Support efforts to put in place agreements with NRG and the NR Routes for update and return of H&S information throughout and at the completion of the works.
I
Schedule, prepare and document audits and reviews as agreed for both CDM-PD and CDM-D duty holders
I
Support the Alliance collate evidence necessary to respond positively to audits/ reviews undertaken by external stakeholders, specifically with respect to the discharge of CDM duties, including suitable and sufficient risk control measures being adopted as part of the design process and as part of the works.
I
Support collation of evidence to underpin conformance with Alliance KPIs specific to those for Health, Safety and Wellbeing criteria, including improvements in safety through the design process
I
Support identification of key improvement areas as a result of internal and/ or external reviews and audits, and through lessons learned forums. Also, support production of improvement plans.
CRITICAL SUCCESS FACTORS

Team/ Self – CDM Management Plan and processes in place, KPIs agreed, reporting established (in 2020; reviewed for each new GRIP stage)
I
Team/ Self – Achieve Level 4/ 5 for Engineering & Design elements of the HS&W KPIs (by 2021)
I
Team/ Self – No improvement or prohibition orders by HSE/ ORR (or suspension of work by Network Rail) due to CDM related failings.
I
Team/ Self – External (CDM) audits/ reviews passed with no major NCRs and all corrective actions closed within KPI timeframes. (All years)
R
Team/ Self – Internal (CDM) audits/ reviews – 80% undertaken on time as per schedule; and 100% within 15 working days against schedule.
I
Team/ Self – Internal/ External (CDM) – 90% NCRs closed out within agreed timescales; 100% within 28 days of agreed timescales (whichever is lower)
I
Team/ Self – Continuous update of H&S File information (data no more than 3 months behind on update) and submitted to Route/ NRG on time (no more than 2 months behind schedule).
