Position Overview;
Reporting to the Signalling Director, the Signalling and Telecom Manager will be responsible for managing the rail S&T systems design, integration, equipment delivery, and support the installation, testing, and commissioning and hand over of the overall rail transit systems.
Key Responsibilities;
- Implement and enforce the business's Health and Safety program
- Possess proven knowledge and extensive experience in conventional and CBTC, or equivalent signaling technologies
- Take full ownership in managing signaling and communication projects which include design, supply, installation and commissioning;
- Plan and prepare signaling and communication design, supply, installation, testing and commissioning schedules and monitor progress
- Provide monthly reports including cost forecast, schedule and cash flow
- Work with project staff to develop and monitor the design schedule, including identifying critical path dependent elements and recovery methods
- Understand and enforce prime contract and subcontract responsibilities
- Supervise, mentor, coach and train signaling and communication personnel
- Maintain excellent stakeholder relationships with clients, subcontractors, engineering, and internal partners
- Negotiate and issue subcontracts and major purchase orders and monitor their progress and schedule
- Responsible for approval of payments to subcontractors, suppliers etc.
- Estimate and process variation orders, including negotiating and assessing cost and schedule impact
- As required:
- Manage the signaling and communication systems equipment design equipment supply installation testing and commissioning
- Support the integration of signaling and communication systems internally and with the built infrastructure
- Support the integrated system acceptance testing and test running, including and integration testing for the signaling and communications systems
- Support the provision of training to all identified stakeholders
- Support the production of training, operation and maintenance manuals
- Support the testing and commissioning of all system wide elements
- Support the revenue service demonstration
- Produce design plans, installation plans and testing and commissioning plans
- Assume a key role in project close-out, including leading of the Testing and Commissioning of the signaling and communications systems, production of as-built design, archiving of documents, maintenance and warranty manuals, deficiencies and warranty work
- Recruit personnel and oversee their training
- Plan, organize, direct, control and evaluate daily operations
- Be an ambassador of the company both internally and externally
- Carry out all engineering administration in accordance with company policies and procedures
Required Knowledge & Skills;
- Bachelor's Degree in Electrical, or Mechanical Engineering, or other related discipline
- Registration as a Professional Engineer (PEO) or equivalent (MIRSE would be considered an asset)
- 15 years of experience working on signaling and communication projects, with thorough knowledge of all aspects of signaling and communication technology, equipment, methods, industry practices, estimating/budgeting, scheduling and safety requirements
- 10 years of experience working on and managing complex commuter and metro style rail signaling and communication projects in brownfield and greenfield environments
- Several years of experience working on work pursuits and proposals
- Several years of financial and commercial management experience of complex rail projects
- Experience in leading the planning of all signaling and communications activities, including defining the key interfaces with other disciplines
- Experience with complex private and public partnership contracts
- Excellent oral and written communication
- Effective interpersonal skills
- Team player who is organized and flexible
- Ability to resolve project disputes
- Ability to identify threats and opportunities, including the mitigation, realization and evaluation of risks.
- Excellent presentation skills
- Proficient in Microsoft Outlook, MS Word and Excel
