The Area Possession Manager based in London, will lead and direct the detailed planning, resourcing and delivery of allocated possessions and the worksites within them. This will include populating the possession with work sites, attending possession planning meetings, developing the engineering train plans, establishing protection and isolation arrangements, ensuring multidiscipline activities are used to maximise utilisation of possession time and on-site possession management, including acting as S/PICOP. The candidate will be responsible for the efficient and safe planning and organisation of all possession management activities on designated possessions. They will ensure that appropriate planning; safety and performance measures are being applied to all engineering possessions., along with that all possession protection and management arrangements comply with and relevant Group and Company Standards (including the Network RAIL Rule Book). They will be responsible for the delivery of improved efficiency, reliability and operational safety of possessions and the possession according to the plan and controlling any changes. They will identify any risk and mitigation measures to be applied to possession arrangements on a site-by-site basis. The candidate will ensure that the robustness of the possession arrangements including the interfacing of worksites and the associated train plans, while leading possession coordination meetings to manage conflicts and accommodate changes at the earliest opportunity. They will establish and maintain an effective system of communication between relevant Network RAIL Zone Control, infrastructure contractors, project teams, train operators and signalling staff while ensuring that all emergency arrangements in connection with any possession are in place together with arrangements to deal with any environmental incidents. They will manage the commercial arrangement relating to contracts for services, including provision of equipment, attendance of contractors/staff, and completion of timesheets.
