CDM/NWR HV/LV Construction Site Manager in England, England, United Kingdom, United Kingdom
Job Purpose
Assist the Project Manager and Project Engineer to Manage the Scope definition, Health and Safety and Environmental matters, all Construction activities, setting to work, monitoring, progress reporting as required of all allocated NWR projects
Responsible for the day to day running of site activities
Main Duties
• Ensure compliance under CDM 2015
• Organise the site so that work is carried out to the required standard of safety with minimum risks to person, equipment and materials and in accordance with the agreed WPP
• Understand the contents of the Project and Specific WPPs and appreciate the responsibility for health and safety allocated to each grade of employee and sub-contractor
• Plan and maintain a tidy site
• Make sure that the correct protective clothing is available, training is given for its use where appropriate and that it is used
• Ensure that all machinery and plant, including power and hand tools are maintained in good condition, have any necessary test certificates, and that any defects are reported
• Ensure that all operators have received training and are appointed competent to operate equipment
• Ensure adequate first aid facilities are established and available
• Review work hazards and methods with new or transferred employees and sub-contractors
• Carry out weekly site inspection
• Carry out COSHH Assessments in conjunction with Safety Adviser and ensure sub-contractors provide COSHH Assessment
• Brief all persons attending site on the action to be taken in the event of an emergency and the hazards relating to the site.
• Ensure security to the site is maintained giving particular attention to the security of the operational railway
• Assist Site Engineer in the preparation of Method Statements and Work Package Plans to determine control strategies to eliminate risks
• Maintain site health and safety notice boards ensuring all statutory notices are displayed
• Identify and report to Site Engineer any unsatisfactory materials and equipment
• Complete record and forward all non-conformance Report (NCR) forms relating to Design/Materials/Equipment/services etc
• Assist Site Engineer to inspect completed works
• Collate any feed back from site regarding safety matters and pass to the Construction Manager
• Ensure that a programme of tool-box talks is carried out
• Ensure that all incidents are reported and the appropriate action taken
• Liaise with neighbours and the public during the course of the work on site
• Aim to identify new methods of hazard reduction and inform the Site Engineer
Complete day to day reports.
Essential Skills and Experience required to undertake role
Educated to minimum of ONC level in Electrical Engineering.
Carry IOSH managemnet/supervion certification
CDM awareness certification
Application of knowledge and experience gained in site environment
Knowledge of the various Rail and Power systems standards
Demonstrate a high level of understanding and competency gained through experience of HV and LV systems
Have a willingness to participate in ongoing training and development
Understand work objectives, methodology, safety arrangements, programme and operational requirements
Understand importance of site record keeping and compliance with procedures
Basic understanding of IT competency
Ability to communicate instructions to workforce
The successful applicant will have the relevant certification to carry out duties and a minimum 4 years experience in the rail industry or a minimum of 6 years in absence of formal qualifications
