Consultation Manager in Birmingham, West Midlands, United Kingdom
1.1 Devise, implement and manage plans and strategies to deliver public consultations that meet sponsor
requirements and are aligned to government principles. Lead the delivery of consultations on target
and within budget.
2.1 Develop strategies for the delivery of consultations by liaising and negotiating with internal
stakeholders, agreeing budgets, presenting evidence, assembling a team, and preparing a detailed
project plan
2.2 Lead the delivery of consultations, ensuring they are robust, well-evidenced and legally fit for purpose
2.3 Define and implement standards for HS2 consultations
2.4 Establish and manage governance structures for consultations
2.5 Ensure robust systems for receipt, analysis, and storage of all responses
2.6 Produce accurate summary reports of consultation responses, to be issued to the Secretary of State
and eventually published in the public domain
2.7 Deal with external stakeholders, media and officials
2.8 Present recommendations and advice at a Board level in order to gain approvals and budgets

6.1 Consultation Manager reports to and deputises for the Head of Consultation as necessary.
6.2 This is a key Consultation role for HS2 Ltd, requiring the jobholder to represent, liaise with and act on
the advice of legal professionals and people at senior level within HS2 Ltd and DfT. Jobholder is
responsible for implementation of strategy and is required to present to Board and DfT for approval.
