Consultation Manager in Birmingham, West Midlands, United Kingdom


  • JOB PURPOSE

  • 1.1 Devise, implement and manage plans and strategies to deliver public consultations that meet sponsor

    requirements and are aligned to government principles. Lead the delivery of consultations on target

    and within budget.


  • ACCOUNTABILITIES

  • 2.1 Develop strategies for the delivery of consultations by liaising and negotiating with internal

    stakeholders, agreeing budgets, presenting evidence, assembling a team, and preparing a detailed

    project plan

    2.2 Lead the delivery of consultations, ensuring they are robust, well-evidenced and legally fit for purpose

    2.3 Define and implement standards for HS2 consultations

    2.4 Establish and manage governance structures for consultations

    2.5 Ensure robust systems for receipt, analysis, and storage of all responses

    2.6 Produce accurate summary reports of consultation responses, to be issued to the Secretary of State

    and eventually published in the public domain

    2.7 Deal with external stakeholders, media and officials

    2.8 Present recommendations and advice at a Board level in order to gain approvals and budgets


  • KNOWLEDGE, SKILLS, EXPERIENCE

  • 3.1 Knowledge:


  • Extensive knowledge of public consultation processes and legal framework
  • Extensive knowledge of project management, ideally supported by a recognised project

  • management qualification, such as PRINCE 2 or APMP.

    3.2 Skills

    3.2.1 Project Management:

  • Strong management skills and the ability to motivate and lead multidisciplinary teams and

  • external consultants to deliver projects and activities within targets in a highly pressurised

    environment


  • Ability to meet business goals and objectives, exercising professional judgement

  • 3.2.2 Communication:


  • Proven ability to develop and maintain relationships with key internal and external stakeholders
  • Ability to represent HS2 to the public, stakeholders and media at consultation events

  • iii. Proven ability to persuade, influence and negotiate


  • Ability to manage media and stakeholder enquiries in a sophisticated and highly political

  • environment


  • Proven ability to write and develop materials for a range of audiences, including public facing

  • documents, senior board papers and promotional material, presenting complex material in an

    accessible format appropriate for the audience.

    3.2.3 Commercial:


  • Management of external suppliers, including relevant elements of the procurement process.

  • 3.2.4 Experience:


  • Demonstrable experience of planning and delivering successful public consultation or engagement

  • activities for high profile projects, including managing teams at events.


  • Demonstrable experience of project management including risk and change management

  • iii. Demonstrable experience of governance structure and processes


  • FACTS AND FIGURES

  • 5.1 Budgetary responsibility of £2-5m

    5.2Management of contacts with values up to £2m

    5.3Management of large project teams of up to 100 people

    5.4 Line management responsibility for up to 5 staff

    5.5 Responsible for up to 35 staff at consultation events


  • OTHER CONTEXTUAL

  • 6.1 Consultation Manager reports to and deputises for the Head of Consultation as necessary.

    6.2 This is a key Consultation role for HS2 Ltd, requiring the jobholder to represent, liaise with and act on

    the advice of legal professionals and people at senior level within HS2 Ltd and DfT. Jobholder is

    responsible for implementation of strategy and is required to present to Board and DfT for approval.
