Engineering Manager –RCC,BUCF and RFL Training Facility
Purpose of the Job
The Purpose of the role is to support the Project Manager to discharge the technical component of his duties under the contracts in the delivery of specific systems for the Route Control Centre (RCC), Back-Up Control Facility (BUCF) and Rail for London Training Facility.
Principal Accountabilities – General
- Part of the Chief Engineer’s Group and supporting the Manager of Engineering, the Project Manager and other team members on a frequent and detailed basis
- Ensure that all design interfaces within scoped areas and at works contract boundaries are appropriately managed through Interface communication protocols. Promote the identification, tracking and resolution / closure of interfaces with all interfacing parties including other systemwide contract packages, stations, shafts, portals and tunnels
- Attend Interdisciplinary Design Reviews, Design Gates and general interface meetings as necessary
- Manage the resolution of design interface issues arising on site
- Lead on management / resolution of interface issues trackers
- Support the PM in the change control process.
- For any agreed changes, monitor and report on the design and deliverables such that the design is delivered on time and to budget, meeting requirements.
- For any agreed changes, clarify the interface arrangements such that other disciplines are supplied with information to allow their progression.
- Coordinate the supply of sourced technical information to the Contractors’ designers and sub-contractors to allow the programme to progress.
- ICDs and IRSs: expedite design and construction ICDs and IRSs to ensure these are kept up-to-date and signed off by all parties.
- EWNs / RFIs / NCRs: expedite production of, and responses to, Early Warning Notices (EWNs) / Requests For Information (RFIs) and Non Conformance Reports (NCR) as required. Work with team members to ensure that they responds promptly, accurately and comprehensively.
- Risk Management: working with other team members, pursue a structured approach to effective management of risks as set out in the risk management policy.
- Provide input to reports on Contractor performance on progress and technical issues.
- Work with team members to ensure that company is discharging its duties under the CDM Regulations 2015, complying with the management arrangements for CDM, within their area of responsibility.
- Expedite resolution of engineering issues.
- Provide guidance, direction and briefing to the Contractors.
- Expedite acceptance of the Contractor’s designs by the relevant HoDs, maintaining the integrity of the project requirements and the project programme.
- Expedite the coordination, facilitation and management of interfaces, including third party interfaces, both internal and external.
- Work with team members to ensure the Contractor develops and maintains the necessary Design Logs and Hazard Logs to form part of close out handover documentation.
- Participate in reviews of the Contractor’s compliance with their responsibilities, as designers, to satisfy Employer’s Requirements and Standards, including Undertakings & Assurances, Environmental requirements, CDM obligations.
- Participate in reviews of Contractor’s progress and compliance including Contractor technical submissions.
- Promote effective engineering processes e.g. IDRs, SDRs, Gate Reviews, CDM Risk Reviews etc.
- Manage the delivery and review of documentation provided to support the Engineering Safety Management and System Engineering (including Requirements. Configuration, RAMS, EMC, HF etc.) requirements arising from the works.
- Maintain good communications and process links (in accordance with agreed process maps and communication matrices) to optimise design development.
- Support the Assumptions Log/s for the contract / discipline area. Work with others to identify, list and maintain up to date the Assumptions Tracker for the contract/discipline.
- Support the HODs in their ownership and execution of the Verification Activity Plans (VAPs). Ensure representation from the team at appropriate test points identified in the VAP.
- Support HODs and Lead Reviewers to ensure comments on contractor submissions are appropriate.
- Work with team members to ensure the Contractor develops and maintains the necessary Hazard Logs to form part of close out handover documentation.
- Work with the team members and contractor staff to prepare comprehensively for all design Gate reviews. Expedite the closure of post Gate conditions / observations.
- In due time, work with others to prepare, facilitate and close out Interim Design reviews (IDOs) and Final Design Overviews (FDOs). Prepare “glide path” statistics to be published regularly in advance of the FDOs setting out the trend to zero of, for example, PMIs, CECs, Gate Conditions, Approvals, Assumptions, ICDs etc.

Principal Accountabilities – Particular for Systemwide Issues
- Responsible for managing the delivery of design for the Route Control Centre, Back-Up Control Facility and RfL Training Facility and the co-ordination of designs by Systemwide Contractors (C610, C620 and C660) located in the facilities
- Responsible for managing the delivery of Engineering Safety Management, System Engineering and Design Assurance deliverables for the RCC, BUCF and RfL Training Facility.
Main challenges of the job
- Expediting submission of contractors’ compliant engineering deliverables to time and budget.
- Management of the design configuration and integration of the scoped asset with others.
- Management of the process for Contractors' Technical Assurance of the designs.
- Timely resolution of interface issues, each with different priorities, programme requirements etc.
- The volume, speed and variety of the issues to be addressed.
- Meeting the engineer safety management and assurance requirements.
Person Specification
- A Chartered Engineer or equivalent, with proven relevant multi disciplinary experience in a railway environment.
- Professional qualifications in electrical or mechanical engineering or an associated discipline.
- Experience in communications and control systems.
- A comprehensive understanding of the issues affecting railway systems and in particular the key interfaces and integrations of these systems during the design, construction, test / commissioning and operation stages of a railway.
- A good working knowledge of the UK railway industry and in particular the Network Rail design, development and assurance process.
- Knowledge of interoperability regulations and requirements.
- Good knowledge of construction planning and logistics.
- Experience in the management of leading consultants and staff.
- Excellent inter-personal skills with proven ability to work effectively as part of a multidiscipline management team.
- Excellent written and oral presentation and communication skills.
