HSE Manager - Railways

EWI are supporting an international consultancy firm in their search for an experienced and knowledgeable HSE Manager with extensive experience in the railway sector to join a portfolio of rail projects in Saudi Arabia. This is a functional expert role, providing guidance on HSE procedures and standards, and supporting engineering teams in bids and project execution. The ideal candidate will be a hands-on professional with a strong understanding of the full spectrum of railway operations and maintenance.

Contract: 5-Year Contract, Full-Time

Key Responsibilities:

• Develop, implement, and maintain HSE procedures and standards tailored to railway projects.
• Provide expert HSE guidance and support to engineering and project teams, particularly during bid preparations and operational phases.
• Ensure compliance with local regulations and international safety standards throughout project lifecycles.
• Act as a subject matter expert (SME) on all HSE matters, but not in a direct team-leading capacity.
• Conduct regular site inspections, audits, and risk assessments to ensure safety practices are adhered to.
• Work closely with project and engineering teams to promote a culture of safety and continuous improvement.
• Adapt and integrate HSE management systems with O&M activities.

Qualifications and Requirements:

• A degree in Health, Safety, or a related field is mandatory.
• Minimum of 15 years of HSE experience, with extensive experience in the railway sector (including O&M).
• Experience working in large-scale, multi-disciplinary rail projects, from design and construction to operation and maintenance.
• Familiarity with Level 6 qualifications or equivalent would be advantageous.
• Strong understanding of the full spectrum of HSE requirements in rail projects, including safety audits, risk management, and incident investigations.
• Ability to work across multiple projects and adapt to the needs of each project environment.
