Purpose of the Job
To act as Client Package Manager for Canary Wharf Station through the stages of design, variations, procurement, construction, commissioning and handover. Also, to coordinate all Crossrail functional inputs to Canary Wharf Station.

Principal Accountabilities

  • Supporting the Project Delivery Manager in preparing communications and instructions to contractors in accordance with the Works Contracts Administration Procedures
  • To identify and manage technical risk in the discipline area across the programme
  • Overseeing construction activities of construction contracts within the area of responsibility at each geographic location or system-based area
  • Provide timely and accurate period progress, financial and risk reports
  • Directs the planning and development of variations, scope definition, project procedures, budgets and project schedules
  • Assures that appropriate senior level contact, including key correspondence and working relationships is maintained throughout the duration of the project. Monitors all contractual commitments to assure that work is being performed in accordance with the specifications, drawings and terms of the contracts
  • Oversees the review and recommends for approval the project controls plans including trend programs, project cost estimates, forecasts, schedules, and financial reports and reviews any commitments that exceed assigned budgets. Periodically reviews change order controls to assure that all changes are being handled appropriately
  • Conducts periodic package meetings to review progress and discuss project issues. Ensures problems involving coordination, schedule, and the setting of priorities are resolved by the project team
  • Manages the development of package plans, budgets and schedules. Has overall responsibility for project delivery, ensuring that all stakeholder requirements and expectations are met or exceeded
  • Deal with customer and stakeholder issues to prevent repeat contacts and escalation To pursue a structured approach to the effective management of risk as set out in risk management policy. This sets out good practices in the identification, evaluation and cost effective control of risks to ensure that they are eliminated where possible, reduced to an acceptable level or managed and contained; and to embed risk management practices within management and planning activities
  • Support contracts and deliver a robust design and design assurance process through the Engineering Review Group functionally supporting the Chairman of Gates
  • Initiate and support value management/engineering initiatives
  • Ensure the appropriate discipline support is provided to Crossrail's liaison with external stakeholders
  • Supporting interfaces between the assigned principle contractor and other adjacent or followon Crossrail packages on site.
  • Providing support to the liaison with Infrastructure Managers and Asset Owners
  • Ensure that interfaces with other functional disciplines are efficiently managed
  • Contribute to the assurance strategy for integrity and safety and, project and quality procedures


The post holder is required to:

  • Ensure application of technical excellence, value and consistency are delivered during the design development, procurement and construction phases
  • Ensure that engineering technical considerations are not compromised in the decision making process for any changes being considered
  • Provide the appropriate level of technical representation to external parties
  • Prepare papers/presentations for Sponsors, Board, Executive and other meetings Where necessary attend meetings with external stakeholders, in particular the Sponsors (DfT and TfL) and Industry Partners (NR, LU, RfL, DLR and Canary Wharf)
  • The post holder will have responsibility for managing on a day to day basis support services provided by Consultants and FDC's delivering services to the team.



Person Specification

  • Professional qualifications in civil engineering or underground construction or an associated discipline
  • Experience of and successful track record in a similar role on a major rail or infrastructure project
  • A good knowledge of development, design and/or construction of major railway projects
  • A good understanding of the design of tunnel structures and shafts
  • A good appreciation of the interaction between disciplines in the development and optimisation of the new underground space
  • A good understanding of urban context, design in a dense and historic urban environment and mitigation planning
  • A good understanding of heritage and conservation issues in the need to protect 3rd party structures from ground movement damage
  • Good knowledge of contracting strategies
  • Good knowledge of value techniques and the achievement of value for money
  • Comprehensive understanding of the management of consultants and staff
  • Excellent inter-personal skills with proven ability to work effectively as part of a multidiscipline management team
  • Excellent written and oral presentation and communication skills
